The implementation of the Rural Revitalization Strategy is an important strategic deployment made by the state in the new era,the main handle to solve the current "three rural" related problems,the major measure to strengthen the grass-roots social governance,and the effective means to achieve a comprehensive well-off society.The key to implementing the strategy of Rural Revitalization lies in people.The rural cadre team is the leader of rural development,the key to the role of village level autonomous organizations,and plays an important role in rural governance.In order to realize the overall revitalization of the countryside and achieve the goal of strong agriculture,beautiful countryside and rich peasants,we must rely on the good work of rural cadres.With the overall implementation of the Rural Revitalization Strategy,rural development has also made some remarkable achievements,and the prospects for rural development are promising.However,we should also be aware that there are still many problems in the construction of the rural cadres from both the rural cadres themselves and the grass-roots government.For example,the quality and ability of rural cadres are low,which can not meet the needs of modern work;the ideology is old,which lacks the spirit of pioneering;the official standard is serious,which lacks the sense of service,and so on.From the perspective of grass-roots government,there is no scientific and systematic system and mechanism for the construction of rural cadres in terms of selection,cultivation,management and use.The report of the 19 th National Congress of the Communist Party of China puts forward that "the revitalization of rural areas is to focus on the key points and make up for the shortcomings,to realize the revitalization of rural industries,talents,culture,ecology and organizations".Strengthening the construction of rural cadres is not only related to the revitalization of rural organizations,but also related to the revitalization of rural talents,which is a basic work for the overall implementation of the strategy of Rural Revitalization.This paper takes the rural cadre team in Dongying District of Dongying city as the research object,through data analysis,case analysis,induction and summary,combined with the relevant situation in daily work,makes a comprehensive and in-depth understanding of the current situation of the construction of the rural cadre team in this district This paper makes a systematic summary on the aspects of the virtual management system and the low salary guarantee,and analyzes the root causes of the problems,mainly including the unblocked channels of talent introduction,the environmental constraints of rural development,the backward concept of cadre selection,and the inadequate guarantee of training resources.On the basis of in-depth analysis and summary,using the relevant theoretical basis of public management,combined with the local economic and social development,the paper puts forward measures to strengthen theconstruction of rural cadres in the aspects of establishing the mechanism of selecting and using rural cadres,building the mechanism of training and education of rural cadres,implementing the mechanism of supervision and restraint of rural cadres,and improving the mechanism of examination and incentive of rural cadres.Based on the study of the problems of the rural cadres in Dongying District,Dongying City,this paper tries to see the big from the small,to fully understand the problems existing in the construction of the rural cadres under the background of the strategy of Rural Revitalization.By using the theoretical basis of the two factor theory and human capital theory,combined with the practice of Dongying District,Dongying City,this paper studies the operational countermeasures and suggestions,and promotes the establishment of a systematic rural cadres The management mechanism of the construction of the armed forces provides reference for strengthening the construction of rural cadres and promoting the implementation of the strategy of Rural Revitalization.
