Study On Election Bribery In Village Committee Elections From The Perspective Of Historical Institutionalism

As the cornerstone of state power,village committee elections play an important role in consolidating democracy at the grassroots level in rural areas.In the process of the development of the village committee election,there are some abnormal phenomena,among which the bribery of votes is particularly serious,which violates the villagers' democratic rights,disrupts the normal order of the grassroots election,seriously endangers the grassroots democratic construction in rural areas,and disturbs the rural development and social stability.Therefore,it is of great theoretical value and practical significance to discuss the issue of election bribery in the village committee elections.This paper puts forward problems,analyze the problems and put forward the countermeasures of logical architecture,historical institutionalism this theory perspective,using literature analysis,comparative research and so on,the village committee election fraud problems,summed up the phenomenon of bribery means diversity,organizational behavior,activities to conceal,the phenomenon of universality and other characteristics,the essence of bribery is the privatization of public power,the alienation of public power,and the exploitation of political power.From the perspective of historical institutionalism,this paper conducts institutional analysis,non-institutional analysis,path-dependent analysis,critical node analysis and behavior interaction analysis between system and political actors to explore the reasons for the existence of bribery.Based on the experience of Hong Kong,Macao and Taiwan as well as foreign countries,this paper tries to put forward the governance approach to the problem of bribery in village committee elections from the perspective of historical institutionalism.At the institutional level:To alleviate the power tension through balanced power distribution;Improving laws and regulations and standardizing election procedures;Constructing the supervision mechanism to relieve the tension of the system.At the non-institutional level,we should improve the awareness of democracy and the rule of law,promote the development of rural economy,regulate the way for economic experts to enter politics,and build a new type of relationship between government and business to ease the environmental tension.In the aspect of cracking the negative path dependence,the author proposes to weaken the motive of bribery by grasping thekey node.Finally,in the aspect of the interaction between the system and the behavior of political actors,we should promote the construction of village rules and regulations.We should use a variety of ways to root out the problem of bribery and build a good political ecological environment in the village committee election.
