Research On The Role Of Government For The State-Owned Enterprises To Fulfill The Corporate Social Responsibility

With the rapid development of economy and society,the impact of enterprises on society has become more and more significant.With the aggravation of ecological environment pollution,serious problems of production quality and safety,and frequent violations of workers' rights,a large number of issues of corporate social responsibility have erupted.In the 1990s,China began to pay attention to the issue of corporate social responsibility(CSR)and study on it.with the participation of the whole society,CSR in China has accessed into the initial stage of development.China's state-owned enterprises are the main member of economic and social development,and the fulfillment of their social responsibility is related to social stability and economic development closely.The orientation of "public interest" in government management requires state-owned enterprises to fulfill their social responsibility as a demonstration.On the other hand,the essence of enterprises is to maximize profits,the motivation of enterprises to fulfill their social responsibility on their own initiative is not enough.Thus it requires the government to consciously lead and promote the implementation of social responsibility of state-owned enterprises.In order to make the state-owned enterprises fulfill their social responsibility better,our government and relevant ministries and commissions have issued policies and regulations and established rules and regulations,they played a positive role in fulfilling the social responsibility of state-owned enterprises.But there is still a certain gap between the actual effect and the expected one.Reviewing the relevant literature both in China and abroad,this thesis conducts research on the theory basis of government intervention theory,stakeholder theory and meta-governance theory.Thesis divides the social responsibility of state-owned enterprises into economic responsibility,legal responsibility,ethical responsibility,charitable responsibility and political responsibility,and summarizes the role of government to regulation,lead and supervision.On the basis of relevant theories and concepts,this thesis makes a systematic analysis of the role of government and the implementation of social responsibility of state-owned enterprises.Starting from the close relationship between government and state-owned enterprises,thesis analyses the necessity of government's role in fulfilling social responsibility of state-owned enterprises.The different roles of government in fulfilling social responsibility of state-owned enterprises is defined.Thesis systematically summarizes the role of government in RLS(regulation,Lead,supervision)in fulfilling social responsibility of state-owned enterprises,and finally form a closed loop of RLS feedback process.On the basis of theoretical analysis,thesis introduces empirical analysis.Taking Guohua Electric Power Company as an example,thesis analyses the role of government of state-owned enterprises in energy industry to fulfill social responsibility according to the policies,regulations and guiding documents issued by government departments,then clarifies the role of government in CSR of state-owned enterprises and the relationship between the RLS role of government and five social responsibilities of state-owned enterprises.On the basis of the sample,thesis extends and summarizes the experience and problems of our government's role in fulfilling the social responsibility of state-owned enterprises from three aspects of regulation,lead and supervision.Finally,it puts forward suggestions from three aspects of government regulation,lead and supervision respectively,suggesting that the government should formulate macro-strategy for the development of CSR,set up special administrative departments for CSR of state-owned enterprises and unify laws,regulations and standards of responsibility for state-owned enterprises to fulfill social responsibility,lead enterprises to fulfill their social responsibility by publicizing and guiding the concept of CSR,conducting investigation and research,strengthening cooperation and exchanges,supporting financial projects and tax policies,and rectify their supervisory attitude as well.We should improve the supervision mechanism and channels so as to promote the state-owned enterprises to better fulfill their social responsibilities.
