Rural Collective "three-capital" management(assets,funds,resources)is the core area of grass-roots social governance,and is also related to the vital interests of farmers,maintain the grass-roots social harmony and stability.In recent years,with the development of the special campaign of "eliminating gangs and evil" and the anti-corruption work at the grass-roots level,the number of corruption cases in the field of "three investments”by rural collectives in d county has been increasing,and some village cadres have taken advantage of their positions and powers to make profits,to harm the collective interests of villages,it has exposed many problems such as non-standard management and non-strict supervision in the field of risk prevention and control of the rural collective "three-capital" management in d county.Therefore,to carry out the research on the risk prevention and control of the rural collective "three-capital" management of clean government is not only the realistic need to go deep into the construction of the party conduct and clean government at the grass-roots level in rural areas,but also the internal requirement to promote the institutionalization and standardization of the rural collective "three-capital"management,it is also a powerful guarantee for consolidating the Party's ruling foundation at the grass-roots level.This paper first introduces the rural collective"three assets" management risk prevention and control related concepts and internal control theory,villagers self-governance theory,co-governance theory.Then,introduced d county rural collective "three capitals" management honest government risk prevention and control present situation,the practice and the effect.Then,it summarizes the problems existing in the risk prevention and control of "three capitals" in the countryside of d county,such as the management system not in place,the village affairs not in place,the democratic supervision not in place,the supervision responsibility not clear and so on.Then,it expounds the experience and practices of the management of collective "three capitals" in rural areas and puts forward the experience for reference,through the perspectives of the villagers'self-governance theory,the cooperative governance theory and the internal control theory,put forward to improve the system mechanism,play the role of villagers supervision,strengthen the cooperation between government departments of the countermeasures.
