In recent years,Xinjiang has achieved rapid economic development and urbanization with more assistance being given to the region.According to the Statistical Bulletin on National Economic and Social Development of Xinjiang in 2019,the urbanization rate of the permanent resident population in Xinjiang has reached 51.87% by the end of 2019.However,the development goal set in Xinjiang Urban System Planning(2012-2030)is to increase the urban population to 58% of the total population by 2020 and to 66%-68% by 2030.So,there is still a huge gap to be bridged in the urbanization process of Xinjiang.The sixth census suggests that Xinjiang has a working-age population of nearly 8.82 million in the rural areas and the population of female workers is 4.24 million among which the minority population is 3.4 million,accounting for 80.19% of the total.Obviously,the employment and transfer situation of Xinjiang rural minority women labor force is one of the factors slowing down Xinjiang's urbanization.Besides,Xinjing has the most poor counties of the whole country and is one of the most poverty-stricken provinces in China.Poverty alleviation measures like ensuring the basic living allowances and offering all kinds of subsidies and assistance are put in the shade by those on increasing employment rate,the later of which have higher stability,sustainability and effectiveness.Therefore,to properly address the issue of the transfer and employment of Xinjiang rural minority women workforce can accelerate urbanization process in Xinjiang,which is also required by the rapid economic development in the region.That is also an important goal for Xinjiang to win the battle against poverty and based on that to build a moderately prosperous society in all respects.This paper gives a questionnaire to 400 rural minority women from Hetian,Kashi,Akesu,Yili,and Altay areas of Xinjiang and interviews them by employing the methods of literature research,questionnaire,quantitative and qualitative analysis and the theory of human resource development and labor transfer.It analyzes the status quo,willingness and existing problems in terms of rural minority women workforce transfer,and chooses individuals,family background and institutions as the three variables based on the Binary Logistic Model.By finding out whether the transfer occurs and whether they are willing to be transferred,this paper also analyzes the factors affecting the transfer willingness of rural workforce,thereby giving some suggestions to properly and effectively transfer Xinjiang rural minority women workforce.The survey result shows that problems like a low literacy,employment level and a lack of labor skills are found among Xinjiang rural minority women workforce.Their education,Mandarin proficiency,household registration system and other factors have taken a toll on their employability,left them with few options,lowered their income and restricted their future development.To properly and effectively transfer rural minority women workforce,this paper gives the following suggestions: Firstly,we need to raise the employment awareness of women to increase the female human capital;secondly,we need to formulate more female-targeted policies;thirdly,we need to deepen the reform of the household registration system and accelerateeconomic development.
