| Japan’s foreign assistance activities are mainly expanded into the government and non-government levels.At the government level,it is mainly realized through the governmental development assistance,where the Japan International Cooperation Agency(JICA),affiliated to the Ministry of Foreign Affairs,is an important enforcement body of Japan’s overseas assistance activities.On the other hand,the NGOs play the main role in the non-government level assistance,and other contributors include individuals,enterprises and religious groups,etc.With the rapid development of Japanese NGOs in the 1990 s,their influence gradually attracted the attention of the government.In 1997,NGO and JICA officially started cooperation.Ultimately,JICA and NGOs have established a dialogue mechanism cored on the "NGO-JICA Dialogue Meeting",a support mechanism taking the " Capacity Building and Platform Construction",as well as a cooperation mechanism taking the "Grassroots Technical Cooperation Projects" as the core.These three pillar jointly builded up a comprehensive and multi-level interactive cooperation mode of "dialogue,assistance and cooperation",between JICA and NGOs.In recent years,with the continuous enhancement of China’s comprehensive national strength,China’s ability and willingness to participate in international assistance activities has increased,and Chinese NGOs should also "go out" and take part in international assistance.This paper will elaborate the related concepts of JICA and NGOs,and introduce the reasons,background and the development of the cooperation,discuss about the specific content of the cooperation mode in three aspects of dialogue,support and cooperation,and sum up experience from the cooperation mode between Japanese NGOs and JICA.Finally,after understanding the restrictive factors of Chinese NGOs’ participation in assistance,this paper will put forward corresponding suggestions referred to the experience of Japan. |
