Research On Optimization Of The Party Committee Inspection Mechanism In H Province

Inspection is an important inner-Party supervision system with Chinese characteristics.With the continuous and in-depth development of Seeing Party self-governance Exercised Fully and Rigor,the importance and urgency of the construction of the inspection mechanism of the provincial Party committee has become increasingly prominent.Provincial Party Committee of H Province inspections play the fundamental and key role in the three critical battles against potential risk,poverty,and pollution,which can provide strong political guarantee for the provincial Party committee of H province to comprehensively strengthen Party's leadership.Discussing how to further improve the inspection mechanism of the Provincial Party Committee has important practical significance for promoting the strict development of the party to the grassroots.It can not only further strengthen the main responsibility of the Provincial Party Committee,but also better help the inspected party organization to do a good job of “The second half of the tour”,so as to help inspection treat both manifestation and root cause effectively.Since 2012,Province H has adhered to and implemented the new requirements and deployment of the Party Central Committee,and has steadily carried out the Inspection of the Provincial Party Committee.It has achieved significant results in punishing corruption and optimizing local political ecology,and has played a role of inspection.However,the inspection mechanism of the Provincial Party Committee needs to be further improved in terms of work process and results application.In order to better make use of the advantages of the Inspection of the H Provincial Party Committee,this paper sets the goal of optimizing the inspection mechanism of the Provincial Committee of H Province,defines the related concepts of inspection,and analyzes the current status of the inspection mechanism of the Provincial Committee of H Province.Based on the theory of Seeing Party self-governance Exercised Fully and Goal-Setting,this paper uses questionnaire surveys and interviews to explore the existing problems of the inspection mechanism of the H Provincial Party Committee: the establishment of the inspection committee of the provincial Party committee is not clear enough;the construction of the inspection system of the provincial Party committee is not complete;the construction of the inspection team of the provincial committee is not in place.The reasons of these problems are Provincial Party committee's inspection supporting mechanism is not perfect;the organization andleadership system is not perfect;inspection self-supervision is relatively lacking;insufficient use of incentive mechanism.Based on relevant theories,the following optimization countermeasures and suggestions are put forward in combination with the actual situation: clarifying the function of the provincial Party committee inspection organization;improving the inspection system construction;strengthening the inspection team construction;establishing a post-inspection evaluation system;establishing a scientific and effective motivate mechanism;promoting informationization construction of inspection.
