China(Shanghai)Pilot Free Trade Zone is a kind of strategic necessity in China's new era of deepening the overall reform,whose core is the innovation of institution.As the highlight of system innovation of Shanghai Pilot Free Trade Zone,the negative list management means that all kinds of economic entitles can enter into the free market equally if they do business in legal areas that are explicitly demonstrated by the government.At the same time,there are a series of corresponding supporting arrangement to ensure a healthy economy.To summarize,the negative list management would be helpful to clarify the relationship between the govermment and the market,to liberate the trade and investment and to achieve the transformation of government functions.There is no doubt that the negative system of the Shanghai Pilot Free Trade Zone has achieved pleasant effects,however,with the developing of the society and the continuous change in the needs of stakeholders,institutional supply gap inevitably exists in the process of transition,which leads to internal imbalance.Based on the statement above,the thesis thinking about characteristics of it in its gradual process and solutions of problems by analyzing the present situation.On the basis of study,there is a fact that the negative list management in China do lag behind the advanced level,and the implemental ability do in need of true improvement,therefore,there is a crying need for harmonious combination between national conditions and lessons that draw from foreign countries,for a higher international standard reaching by strengthening the top layer design,and for perfect the corresponding laws,regulations and supervision system.
