At the end of the 19^thcentury,Otto Maver,scholar of German administrative law,firstly created principle of law reservation.Its generation has its profound historical background,however since modern times it also experienced major changes.Henceforth people began to debate about what is principle of law reservation,the matters of legal preserving,what's the law in law reservation and how to prevent the law reservation--namely about its concept,applicable scope,suitable density and security system from then on..In our country,the law Reservation principle has already been used and incarnated in many realms,but there are a great deal of deficiencies,and further research and improvement are needed so as to give it into fuller play in the practice of the administration rule of law.
