With the global warming and the melting of Arctic sea ice,the Arctic issue has attracted wide attention.At the same time,the progress of science and technology has made the Arctic,which has great potential for resource development,become the object of national competition for resource development.The discussions and disputes on related political and legal issues continue to heat up.In the Arctic issue,there are not only complicated political and diplomatic factors,but also many complex issues of international law.Among them,the delimitation of the continental shelf is one of the most representative and important issues of international law.This issue involves not only the development and utilization of resources in the Arctic region,but also the comprehensive management of the Arctic region,as well as the legal and political levels.It is of great significance to the countries in the Arctic region and non-Arctic region.In accordance with the provisions of the United Nations Convention on the Law of the Sea,there are different institutional arrangements for the continental shelf within 200 nautical miles and the continental shelf beyond 200 nautical miles.Therefore,the delimitation of the continental shelf in the Arctic region can be divided into the delimitation of the continental shelf within 200 nautical miles and the delimitation of the continental shelf beyond 200 nautical miles.Although the disputes over the delimitation of the Arctic continental shelf have existed for a long time,the existing disputes over the delimitation of the Arctic continental shelf within 200 nautical miles have basically been settled by the bilateral delimitation negotiations among the Arctic countries.The impact of the delimitation of the Arctic outer continental shelf beyond 200 nautical miles is far beyond the limit of the Arctic region.The specific scope of the international seabed area in the Arctic depends on the final delineation of the outer limits of the continental shelf beyond 200 nautical miles in the Arctic region.For both non-Arctic countries and Arctic countries,it is of great significance to the allocation of resources ownership in the Arctic region,the institutional arrangement of the region and the determination of international seabed areas beyond the outer continental shelf.This dissertation consists of four chapters,among which the second,third and fourth chapters are the key chapters.The first chapter mainly expounds the concept of the outer continental shelf,the status of the outer continental shelf in the Arctic,and the influence of the outer continental shelf.It provides the basis for writing chapter 2,3 and 4.The second chapter mainly explains the dispute over the delimitation of the outer continental shelf in the Arctic.The third chapter analyzes the cause of the controversy.The fourth chapter explores the solution to the dispute,so that the arctic affairs could be pushed forward smoothly.In this process,both Arctic and non-Arctic countries,whether based on their own legitimate rights,objective and realistic interests in the Arctic region,or on consideration of international responsibilities,need to actively participate in the process,so as to properly resolve the disputes over the delimitation of the Arctic outer continental shelf and optimize international cooperation in the governance of the Arctic region.
