Study On The Mutual Recognition Mechanism Of Certified Operators In China And ASEAN Free Trade Area

Cooperation between customs authorities and local enterprises in the global trade safety and facilitation standard framework(hereinafter referred to as the standard framework)extends to the Authorized Economic Operator(AEO)mutual recognition system,which aims to facilitate trade facilitation while facilitating local enterprises.Customs together with the present situation of China’s trade in China,in 2017,led the drafting of the world customs organization certified operators recognition implementation guide ",mainly emphasizes the rules in quality specification,for promoting the AEO mutual recognition is of great significance to influence of the system,the "standard framework" in the second pillar stress between customs and enterprises cooperation,can through the AEO certification standards and the detailed rules for the implementation of practice,so as to promote the domestic and global trade facilitation,to achieve the ultimate goal of "standard framework".With deepening cooperation between China and asean trade,first introduced in this paper under the background of trade facilitation of AEO system of mutual recognition,by studying the system found that customs clearance facilitation is the main way to realize trade facilitation,and the system as the main customs clearance customs inspection means there is a very important role,so convenient for the realization of trade of China and the asean free trade area,this paper tries to develop a regional organization AEO recognition between uniform standard so as to realize the ultimate goal of "standard framework",through close cooperation between customs and enterprises to help unified standards for this article solve the problem.Combined with the legal basis of AEO mutual recognition system,the three main documents,including the framework of standards,the trade facilitation agreement and the wco’s guidelines for the implementation of the AEO mutual recognition system,analyze the AEO system and put forward Suggestions for improvement.The Suggestions are mainly divided into two parts.First,to improve the domestic AEO mutual recognition system,it is necessary to clean up laws and regulations and collect weekly,monthly and annual summary documents,so as to standardize more comprehensive customs law and supporting legal documents.Second,the establishment of unified standards for AEO Mutual Recognition in China-Asean fta needs to be further refined through the Mutual Recognition Agreement(MRA)formulated by the world customs organization.Finally,it is emphasized that focusing on the role of asean customs,promoting trade facilitation,and formulating AEO standards applicable to China and asean can achieve economic win-win results.Bilateral economic and trade cooperation is conducive to the construction of China-Asean community of common destiny.
