Study On The Function Of Village Regulations In Rural Governance

In a complex rural society,its governance only depends on the official and current system such as the national laws and regulationsl,which has high governance costs and the performance of governance will be weakened due to the lack of initiative of the subject.Many details in the rural society do not violate the law,but endanger the rural public interests and become the dilemma of rural governance.Practical and effective village rules and regulations can play a functional role in governance.At present,some villages have explored and improved the construction of village rules and regulations,taking village rules and regulations as the starting point,making them play a great role in rural governance and improving the rural governance capability significantly.However,in some villages,the village rules and regulations have had a poor effect on the governance of the villages.They exist namely and have not played their due role.Under the background of the rural revitalization strategy,how to further standardize the construction of village rules and regulations,making them adapt to the new era and new environment,and continuing to play a governance role in rural governance is an important issue of the Times.This research closely relates the policy background of the country’s rural revitalization strategy since the 19^thNational People’s Congress and the practical needs to achieve effective rural governance.It takes the theory of efficient governance and informal system as theoretical tools,takes S town in eastern Henan as the research object,and uses a variety of research methods to make theoretical and practical analysis of village regulations and conventions.The article is divided into seven parts.The first part mainly introduces the research background and its significance,the current research situation and review at home and abroad,the research methods and ideas,as well as the innovation and shortcomings of the research.The second part defines the core concepts and research range,and analyzes the theoretical tools used in this research,good governance theory and informal system theory.The third part analyzes the function environment and the value of the Times of village regulations in rural governance.Based on above theoretical analysis,the fourth part is the governance practice of village regulations.With the help of questionnaires and interviews,this paper conducts a field investigation on the situation of village regulations and conventions in S town in east part of Henan,and analyzes the achievements and problems in the practice of village governance in S town.From a practical point of view,we have a clear understanding of the village rules and regulations in eastern Henan.The fifth part is based on the village rules and regulations of rural governance experience.This paper analyzes two typical cases in Guandu town,located in Henan Province:the"Three Systems of Village Regulations and Civil Contracts"to solve the governance problems and Shunyi District,Beijing:the promotion of cooperative governance by village regulations and civil contracts,introduces their specific practices and effects,and summarizes their experiences.The sixth part is the suggestions to further improve the governance function of village regulations.Based on above analysis,this paper puts forward some suggestions in view of the difficulties faced by the current village rules and regulations in rural governance.The seventh part is the conclusion,and summarize the research conclusion and prospect.
