Research On Public Security Organs' Response To Network Public Opinion On Emergencies

Due to the rapid progress of Internet technology and high speed popularization of intelligent terminal system,Internet has become the main channel for the public to obtain various information and express the public opinion.In such an era,everyone is self-Media,everyone is a microphone,and the events around them may be magnified infinitely,spread rapidly by Internet users,and even cause public opinion events.As a functional department of the government,they play an important role in social security management,handling emergencies,fighting crime,maintaining social stability and other important responsibilities.In the process of dealing with emergencies,public security organs are often at the forefront of public opinion because of their special functions.How to correctly guide the public opinion trend on the basis of legal,compliance and efficient response to the network public opinion,and ensure the sustainable harmony and stability of the society has become a major challenge and a problem to be solved for the public security organs.This paper starts with the research on the theory of network public opinion in emergencies,based on crisis management theory,agenda setting theory,silent spiral theory and other theories,this paper takes four different stages of the evolution of network public opinion of emergencies as the main starting point to review the public opinion development of "5.6 Zhengzhou flight attendant taxi murder case " in 2018.This paper analyzes the experience and lessons of Zhengzhou police in the process of response,and then puts forward that on the basis of training the public opinion of new media,the public security organs should explore working principle of "three synchronization" to handle,which is guided by law and public opinion guidance and social management and control with the characteristics of the police industry,so as to improve the ability of public opinion management and control and achieve the purpose of creating a harmonious public opinion environment.
