Community is the basic unit of the city.The modernization of community governance is the basic link to promote the modernization of national governance system and governance capacity.In the important decision of the fourth plenary session of the 19 th central committee of the communist party of China(CPC)to promote the modernization of the country's governance system and governance capacity,it was pointed out that a community of social governance should be built,built,governed and Shared.This important discussion provides a path guide for building a "one core and multiple" collaborative governance mechanism in urban communities with grassroots party organizations as the core.In recent years,China's urbanization process accelerated,along with the advancement of the home village changed and increasing the number of urban population,urban community residents is yearning for a better life is largely reflects the community environment,community life quality requirements,the multi-agent collaborative community governance to meet the demand of the parties,in the realization of the interests of all parties,the difficulty of solving the contradiction between supply and demand of community between different subjects are also gradually increased.Multi-subject community collaborative governance is the inevitable trend of community development in the future.In theory,the theory of collaborative governance and multi-center theory provide theoretical support for solving this problem.The theory of collaborative governance focuses on the degree of integration achieved by the organic combination of multiple subjects,and promotes the emergence of public interests through the cooperation mode of mutual support,joint action and joint risk sharing.Taking zhengzhou city community as the research object,according to the theory of cooperative governance and multi-center theory as theoretical basis of research,using literature study,questionnaire survey and field interview method to collect the zhengzhou city community a large amount of information in the collaborative governance,explore in zhengzhou city community incollaborative governance results and existing problems,and puts forward the countermeasures and Suggestions.Firstly,this paper analyzes the status quo of urban community collaborative governance in zhengzhou,and finds that there are many problems in the current urban community collaborative governance,such as the lack of functional integration among the community governance subjects,the lack of resource cohesion,the lack of joint action,the shortage of position construction and the use of funds.Then,aiming at the problem,the author explores the reasons for the existence of the problem from four aspects: the lack of subjectivity in residents' participation,the imperfect system and mechanism of collaborative governance,the lack of community workers' ability to participate in community governance,and the lack of community social organization's ability to participate.Finally,in view of these problems,optimization Suggestions are put forward in terms of giving play to the leading role of grassroots party organizations in promoting the formation of the concept of collaborative governance,improving the system and mechanism of collaborative governance,strengthening the construction of talent team and strengthening the training and participation of community social organizations.
