The Dilemma Of Global Governance And The Construction Of A Community With A Shared Future For Mankind

With the deepening development of globalization,communication and cooperation between countries unprecedented increase.Meanwhile,a series of new global problems also arise,such as the sluggish world economic growth,trade protectionism,exclusivity,populist ideological trend,the impact of the global public health emergencies,etc.,which puts forward the challenge of global governance ability.Just like the test of the major COVID 19 epidemic that swept the world in the spring of 2020,the "response" of the international community was not satisfactory.It fully exposed the deficiencies and shortcomings of the international community in biosecurity and public health,reflected the plight of the global governance system,and highlighted the urgency of global governance reform.As early as 2012,China ping put forward the vision of a community with a Shared future for mankind from the perspective of the common interests of mankind.This vision comprehensively demonstrates China's responsibility in solving global problems and provides a Chinese solution to the global governance dilemma.This paper is based on the global governance and the vision of a community with a Shared future for mankind.Starting from the theory and practice of global governance,this paper analyzes the structural and practical dilemmas of global governance and derives the idea and method of global governance from the vision of a community with a Shared future for mankind then combines with the existing global governance.This paper mainly studies the new ideas in the aspect of theory,system and value that the vision of a community with a Shared future brings to global governance,and the new measures in the political,security,economic,cultural and ecological aspects it contributes to global governance.In response to the structural dilemma of global governance,the vision of a community with a Shared future for mankind puts forward the theory of extensive consultation,joint contribution and Shared benefits,advocates a pluralistic system of collaborative governance,and emphasizes the global governance value of a community with a Shared future.Aiming at political disorder,security breach,economic imbalances,cultural anomie and ecological disturbance of global governance,China establishs the equal treatment,mutual business partnership of mutual understanding,creates a fair justice,the safety of the co-construction and sharing pattern,seeks to open innovation,tolerance and mutually beneficial development prospect,promotes and the different civilizations,eclectic exchange,and builds respect nature,the development of green ecological system under the guidance of the vision of a community with a Shared future for mankind,which provide new measures for global governance.
