Government fire brigade and national fire&rescue team are two major parts of China's firefighting and rescue power,they are jointly responsible for preventing fatal security risks and coping with diverse disasters and accidents.The rapid development of government fire brigade notably relieves the pressure on national fire&rescue team,which are overwhelmed by firefighting and rescue missions,fire-preventing supervision and law enforcement.It helps build a varied firefighting&rescue system that covers both rural and urban areas and contributes much to the sound and stable development of our society and economy.However,as the government fire brigade moves forward,we have also spotted drawbacks such as unbalanced development among regions,insufficient career guarantee and porous regulation.Against the backdrop of current reform on original firefighting System(the former public security fire brigade has turned into national fire&rescue team),policy sets by the state council makes it clear that preferential policies won't be changed and profession reputation should be elevated,so as to maintain the fire brigade's capacities.In terms of either population or capacity,the government fire brigade can not suffice.Additionally,this round of reform didn't consider the government fire brigade,resulting in its members' negative feeling and instability in the brigade.Based on this,the author systematically summarizes the development history and construction status of the government's full-time fire brigade,and through scientific research methods,taking S province as an example,makes an in-depth analysis of the short board problems in the current team construction and development,which can be summarized as five aspects:the unscientific recruitment system,the low level of security,the unscientific training system,the imperfect daily management system,performance management and career management are not effective.At the same time,draw lessons from the representative fire brigade systems of the United States,Russia,Japan,etc.,draw lessons from the experience and lack of comparison,and draw the experience and practice suitable for China.Finally,the research puts forward reasonable suggestions to strengthen the construction of full-time government fire brigade,which are wide applicability and strong feasibility,mainly to strengthen the recruitment management of full-time government firefighters,strengthen the salary and welfare management of full-time government firefighters,strengthen the training and development of full-time government firefighters,optimize the organization and management of full-time government fire brigade,and strengthen the performance management of full-time government fire brigade career management.In my view,researches in this literature could shed light on how the government fire brigades of all levels could develop sustainably and soundly,as well as offering references on the optimization of China's Fire&rescue and emergency management system and the modernization of firefighting capacities and governance.
