Study On Deliberative Democracy In The Context Of Comprehensively Deepening Reform

Consultative democracy is a new democratic form of rational discussion,scientific analysis and democratic decision-making.It has the characteristics of wide acceptance of the group and concentration of people's wisdom.In the process of comprehensively deepening reform,how to correctly understand the connotation,characteristics and value of consultative democracy,how to summarize its development history,how to view the development status of deliberative democracy in the background of this era,and how to solve the existing problems in reality,so as to promote the development of deliberative democracy.It is a theoretical and practical question that must be answered to realize the development of consultative democracy under the background of comprehensively deepening reform.Based on this,this paper USES literature research method,historical research method and other methods to define the connotation,summarize the elements,summarize the characteristics,judge the value and explore the history of China's consultative democracy.Meanwhile,on the basis of analyzing the internal logic of comprehensively deepening reform and deliberative democracy,this paper analyzes the development status of deliberative democracy and puts forward effective measures to promote its development.Consultative democracy has a profound cultural heritage and draws on the essence of China's traditional culture.In addition,it is also the inheritance and development of Marxist theory of multi-party cooperation and united front.However,China's consultative democracy embodies distinct Chinese characteristics in its connotation and characteristics.In retrospect,deliberative democracy has gone through three stages:germination,formation and development.It takes on many forms at present,includes Consultative democracy at the national level,Consultative democracy in the form of parties,Consultative democracy in grass-roots autonomous organizations.Consultative democracy has gained rich theoretical achievements and practical experience in its development,and promoted the development of civil society and grass-roots democracy.At the same time,we must be sobering aware that due to the current development reality and the insufficient and defective development of consultative democracy itself,at present,there are still some problems in the practice and development of consultative democracy.Such as the quality of negotiation subjects is low,the content of the consultation is unclean,the negotiation procedure lacks standard,the consultation system is relatively backward,the results of consultation have not been fully translated.There is still a long way to go to develop and improve consultative democracy.When promoting the development of consultative democracy,we should not only create a good external environment for its development,but also seek breakthroughs from consultative democracy itself and put forward concrete and feasible measures.Pay attention to the cultivation of negotiation subjects and the enhancement of negotiation ability.Clarifying the object of negotiation improves the efficiency of negotiation.We will improve the legal system and strengthen standards for consultation,improve consultation by enriching forms of practice and strengthen institutional safeguards to ensure the implementation of the outcomes.
