Research On The Relationship Between Government And Social Organization From The Perspective Of Resource Dependence

In recent years,under the circumstances of changing the concept of state governance and the call for innovative social governance,the Party Central Committee and the State Council clearly proposed to strengthen and innovate social management,improve the way government services are provided,and increase government procurement services.Since then,the government's purchase of services as a new type of service delivery has been promoted and practiced throughout the country,and government departments at all levels have begun to actively explore the purchase of public services in the form of project outsourcing.With the development of practice,a series of problems such as the misplacement of supply and demand in the government's purchase of public services,the unclear positioning of target groups,and the formalization of activities have gradually exposed and become a social problem that needs to be solved urgently.In the investigation of the government's purchase of public service projects,the author found that the current relationship between the government and social organizations is complex and changeable,which has a profound impact on the effectiveness of the government's implementation of public services.In this regard,this study uses qualitative research methods,conducts field research with S city public bidding as a case,builds an analysis framework of resource dependence theory,and deeply explores the relationship between government and social organizations and its evolution,thereby enriching the local The government's research on the relationship between public services and political and social relations.The study found that,firstly,in the stage of fostering and supporting public welfare bidding,the S city government attracts social organizations to participate in the field of public welfare bidding through resource transfer.Social organizations of the dilemma of survival and development share the performance indicators and keep up with the government's purchasing preferences.Social organizations actively move closer to the S city government,and a dependency relationship is formed into the two.Second,In the standardization development stage of public welfare bidding,with the tightening of the institutional space of the S city government,the social organization adopts a strategy of "drilling rules and regulations",seeking new partners and even withdrawing from the public bidding field.There is a strategic game relationship between social organizations and S municipal governments.Third,in the concurrent phase of public welfare bidding,when the S city government releases good news to social organizations by transferring to audit to focus,increasing project continuity and stability,changing regulatory measures,and increasing professional purchasing to demand,under the attraction of resources expansion,social organizations return to the public welfare bidding field and expand the organizational living space through capacity enhancement and power expansion.The relationship between the two parties will gradually warm up.From a vertical perspective,the relationship between the two sides has experienced the strategic game of resource transfers to the contraction of resources,and then the development of the relationship has warmed up under the expansion of resources.Based on the above findings,the author believes that in the public bidding practice,the external environment,resources,dual interest orientation and other factors lead to the complex and dynamic relationship between the two parties.In fact,the two sides are a government-led strategic relationship.By describing the dynamic change of the relationship between government and social organizations in detail,this study shows the process of power space competition and game between the two sides in the field of public service supply,and tries to respond to the construction of the cooperative relationship between government and social organizations in the innovative social governance pattern from the theoretical and practical levels.
