| Supervisory board system is the top-level design of monitoring system reform in our country,the system arrangement is to integrate the past scattered anti-corruption resources,so as to build up the centralized and unified,authoritative and efficient of the party and the state’s supervisory system,implementation of all public officer in the exercise of public power supervision full cover,eventually to improve the efficiency of anti-corruption,standardize the order of public power operation,achieve the goal of public power exercise of justice.It can be seen that the value pursuit of the supervisory commission system is mainly embodied in the three aspects of law’s promotion of efficiency,law’s maintenance of order and law’s realization of justice,namely,the pursuit of the value orientation of efficiency,order and justice.But as a result of the supervisory board system in China is still in the primary stage of operation,the relevant theoretical research is not very good,the theory behind the system practice,especially the supervisory board system in the actual operation process of the efficiency of anticorruption is often as a primary value pursuit,so that ignore the pursuit of order and justice value,the efficiency value,order value and justice value problem of the unreasonable arrangements.Based on this,this paper discusses the supervisory board system in promoting anti-corruption work efficiency,maintaining the order of public power exercise and realize the public power exercise justice three aspects need to be perfect system,at the same time in order to "efficiency,order,justice" is based on the reasonable arrangement of three aspects: value,around a supervisory committee system is proposed on the basis of anti-corruption efficiency value,value to public power running order for elite,in order to realize the public power exercise justice value designed for the top of the pyramid value system arrangement.Unreasonable value arrangement is the internal problem of the supervisory commission system in our country.Its external manifestation is the unreasonable collocation of the supervisory right with the power structure of other powers in the operation process,that is,the unclear power connection and the lack of relevant power connection mechanism.To improve our supervisory board system efficiency value and order value imbalance,so as to realize the justice value of public power exercise,based on the supervisory board system arrangement,on the basis of the pyramid value from the power of the supervisory board system architecture,puts forward the reasonable arrangement of power structure and the concrete methods to solve the cohesion power,respectively analyzes the supervision system architecture,the right of supervision and procuratorial,judicial power and the boundary of the people’s congress supervision,and the right of supervision in the process of running and other supervision power problem and solving mechanism proposed the rationalization proposal.Thus,it provides certain reference for the continuous improvement and success of the national supervision system in practice,and finally forms an authoritative,efficient,centralized and unified national supervision system,so as to promote the development of anti-corruption,national rule of law construction,national governance capacity and governance system modernization. |
