Research On The Predicament And Countermeasures Of Grassroots Government's Petition

Petition is a political system with Chinese characteristics.With the rapid advancement of urbanization,the pattern of interests is constantly reshaping,and various conflicts of interest and social contradictions are increasingly prominent.Petition is favored by the grassroots with its convenience,direct and low cost,which leads to a large number of social problems and channels of petition.As the bridgehead of the complaint reporting work,the grass-roots government plays a decisive role in the expression of the interests of the masses and the resolution of disputes.However,with the gradual increase of the government's stability maintenance and the pressure of assessment,the difficulty of the grassroots complaint reporting work increases,and it even becomes a "no accident" rights-oriented governance model,and the complaint reporting work becomes bogged down.Y town rich in natural resources,hubei province,the transportation is convenient,in the accelerating of urbanization and industrial the golden period of rapid economic development,but the social contradictions and conflicts of interest has been emerging,high volume,the handling of complaint reporting is a microcosm of hubei and even the whole country grass-roots petition work,has strong representative and reference value.This paper takes Y town hubei province grass-roots petition work as the research object,in fully understand the complaint reporting system and the social governance,on the basis of relevant theories,such as the Y town,the main types of the handling of complaint reporting,main methods and effectiveness of comb summary,and USES the questionnaire survey,data analysis and other means to analyze,on the basis of the analysis of the situation to find Y town,letters and visits in the function,system,settlement and disposal of four aspects of the predicament and explore the reasons behind the plight,and combined with the related theory,finally to the plight of four aspects,put forward the corresponding countermeasures.The purpose of this paper is to help build and improve the theoretical basis for the grass-roots government to resolve the contradictions,and to provide a useful reference for the grass-roots government to deal with the problems of complaint reporting,so as to help guide the grass-roots government to solve the difficulties in complaint reporting.
