Research On College Campus Fraud And Its Prevention Measures On The View Of Multi-governance Theory

Nowadays,with the development of science and technology,China is facing an increasingly severe livelihood issue:fraud.In recent years,fraud criminals frequently aim at college students.The college campus fraud crime largely threatens the finance safety and even the personal safety of the college students.College campus fraud frequently occurs,which puts a harmful influence on the stability of society.We must stop college campus fraud as soon as possible and give back a clean and pure campus.To discover an effective method against college campus fraud,a detailed investigation on the available references was done;the fraud crime cases on college campus were clarified,analyzed and researched;an investigation was conducted by delivering questionnaire on fraud prevention consciousness of university students.The normal fraud means on college campus have been summarized,including:cyber shopping fraud,cyber friendship fraud,scholarship fraud and so on.And then,the reasons why college campus fraud was so often were analyzed from and perspective of university students,the college and the society.The reasons were found out including:the leak of university students’ personal information;the weakness of anti-fraud consciousness of students;the weakness of college campus security;the lack of fraud prevention education;the difficulty on the detection of fraud crimes;the lack of cooperation of subjects,etc.Based on the analysis above,a solution on college campus fraud was put forward,that is to build a solid college campus fraud prevention system including the college,police,telecom operators,financial institutions,other government divisions,family.The different subjects included should build a communication mechanism to share the information and give the education together.The college should bear the biggest responsibility in the fraud prevention system and be responsible for the promotion of fraud prevention education of college students.A college-school-class system should be built to launch anti-fraud education activities.While the police,telecom operators,financial institutions and other government divisions should investigate the fraud crime cases more carefully,perfect the rules and regulations,put more emphasis on technology on anti-fraud to prevent the college campus fraud.They should also keep frequent and smooth communication with the college and be more active in entering the campus to tell the university students how to prevent fraud face to face.At the same time,the college takes charge in coordinating the communication of all subjects as well.Only when all the subjects involved communicate and share the information with each other conveniently can the whole solid college campus fraud prevention system be built perfectly and the anti-fraud education be promoted consistently and deeply.Consequently,a satisfying result of college campus fraud prevention will be achieved and a harmonious,clean,pure and transparent study environment on college campus will be built.
