Research On The Relief Of Rights And The Acceptance Of Obligations Of The Government Procuremenr Suppliers

As an important participant and "the seller" of government procurement,the government procurement suppliers have corresponding rights and obligations in government procurement.The issue of rights relief and obligations undertaking of the government procurement suppliers is an important content to protect their legitimate rights and interests,achieve the goal of government procurement and strengthen the supervision of government procurement.At present,the construction of the system of government procurement in China has entered a new stage,and the practical development has also given birth to new problems,the system design of right relief and obligation undertaking has been adjusted,government procurement supervision needs new balance and interaction.It has certain theoretical and practical significance to study the right relief and obligation undertaking of the government procurement suppliers.On the basis of literature review,this paper defines the related concepts of government procurement activities,defines the concepts and characteristics of government procurement,government procurement parties including the government procurement suppliers,rights and obligations of the government procurement suppliers and relief undertaking,and compares government procurement with bidding.Based on different levels of system design and practical operation,combined with typical cases,this paper analyzes and discusses the current situation,problems and causes of rights relief and obligations undertaking of the government procurement suppliers,and compares and analyzes the current solutions to improve the rights relief of the government procurement suppliers.On this basis,this paper starts from the aspects of system design and practical operation.According to different ways of administrative relief and judicial relief,this paper puts forward some suggestions to improve the rights relief and obligations undertaking of the government procurement suppliers.
