A Study On The Difficulties And Countermeasures Faced By The Village-level Party Organizations In China Under The Background Of The Adjustment And Reform Of Township Division

In 2015,Village W in C County,Hunan Province carried out the reform of township zoning adjustment,which has now been completed.After the reform,a series of changes have occurred,which have brought some difficulties to the construction of party organizations in Village W.Solving these difficulties is conducive to giving full play to the fighting of grassroots party organizations Fortress function.Therefore,it is of great theoretical and practical value to study the difficulties faced by village-level party organizations and the countermeasures under the background of township adjustment and reform.This article focuses on the difficulties and countermeasures faced by village party organizations under the background of township division adjustment reform.Under the guidance of grassroots party building theory,this paper focuses on the study of township division adjustment under the guidance of literature research methods,field survey methods and interview methods.Difficulties faced by grassroots party organizations in the post-W village,such as increased party membership,but uneven quality and serious aging;village cadres ' work tasks have increased dramatically,and the status of poor villages has not changed;villages have merged village party organizations but have not formed a core Cohesion;the degree of "hollowness" in the village has increased,the effectiveness of the political propaganda of the village party organizations has been ineffective,the coordination between the two village committees has been insufficient,and the work efficiency has been difficult.The analysis found that the main reasons for these difficulties are: irrational structure of the party member team,lack of vitality,inadequate protection of the party organization,difficult operation,family clans and forces are intertwined,affecting the decision-making of the village party organization,the frequent flow of migrant workers,the work of the village party organization The difficulty increases and the relationship between the two village committees is not completely straightened out.Furthermore,it is proposed that under the background of township zoning adjustment reform,strengthening the construction of W village-level party organizations should optimize the team structure,attract young party members,reasonably arrange expenditures,strengthen grassroots basic operation guarantees,correctly guide family clan power,and strengthen party members' sense of serving the people,Strengthen the management of mobile party members,carry out effective and effective political propaganda,clarify the division of labor between the two village committees,and establish a harmonious relationship between the two committees.On this basis,it summarizes the beneficial experience of strengthening the construction of village-level grassroots party organizations under the background of township division adjustment reform,with a view to providing some reference and inspiration for village party organizations to play a greater role in the process of township division adjustment reform.
