By the end of 2020,as the rural poverty population under the current standards has all achieved poverty alleviation,all poverty-stricken counties have taken off their hats,and the overall poverty alleviation goal of regional poverty eradication is about to be achieved,China has entered the decisive phase of poverty alleviation and the post-poverty era after consolidating poverty alleviation.Based on the fact that after the eradication of absolute poverty in rural areas,relative poverty will continue to exist for a long time,low-standard poverty-relief groups and low-income marginal poverty groups face huge risks of returning to poverty due to their inability to escape poverty,and consolidate existing poverty-relief effects after 2020.New changes in the county,facing the need for new challenges.Based on the capability perspective,taking the Q village in Liupanshui City,Guizhou Province as an example of the group that has not been out of poverty and has just got out of poverty,it will deeply investigate the external performance of the poverty group in the dimensions of subjective consciousness,production skills,information acquisition,resource utilization and adversity.The root cause of the deficiency,and the negative effects brought about by it.Under the guidance of the strength perspective,it proposes to stimulate the consciousness of the main body of the poor group,enhance the ambition of poverty alleviation,cultivate the belief in poverty alleviation,strengthen the training of multiple modern vocational skills,and optimize the social support network,promoting anti-adversity potential and other countermeasures and suggestions,helping to achieve the goal of tackling the bottom line of poverty alleviation by the end of 2020 as scheduled,and responding to the new challenges brought about by rural poverty changes after the poverty alleviation period.
