Research On The Action Logic And Action Strategy Of China Urban Community Neighborhood Committee

The Opinions on Strengthening and Improving the Management of Urban and Rural Communities issued by the Central Committee of the Communist Party of China and the State Council pointed out that attention should be paid to giving play to the basic role of grassroots mass autonomous organizations and further strengthening the standardized construction of grassroots mass autonomous organizations.According to the Organization Law of the Urban Residents Committee of the People's Republic of China(hereinafter referred to as the Organization Law),neighborhood committees are grassroots mass autonomous organizations and do not belong to government departments.However,in reality,the residents' committee has become the "one hand" of the government's grass-roots governance.It also performs many administrative tasks while fulfilling the task of autonomy.Because the government agency has increased the capacity of neighborhood committees in the grass-roots governance,the neighborhood committees are more aware that it is impossible to leave the government's "care" and stand on their own.Instead,they accept "national agents"and"social agents."Status,enjoy the advantages brought by dual identity and do not blindly pursue the purity of autonomy.However,the dual status also creates double pressure.On the one hand,because the government has added a lot of work to the neighborhood committee,the neighborhood committee must first ensure that the task assigned by the government is satisfied with the government,and on the other hand,it must complete the residents' self-government affairs.Get the support of the masses.Then,as an activist pursuing the maximization of its interests,the neighborhood committee does not fully obey control but has specific coping strategies,and uses its wisdom to expand its living space.Behind this strategy follows two kinds of logic:to pursue administrative legitimacy,there is dependency logic;to pursue social legitimacy,there is logic of reason.These two logics seem contradictory but not conflict.Both can be a reasonable choice for neighborhood committees to seek development.The action strategies under these two logics also produced a series of problems,such as insufficient public service capacity of the neighborhood committee community,challenges to the formal system rules,and the negligence of community consultation.With the accelerating process of social change,some of the action strategies are actually not sustainable.The residents' committee will eventually need to improve its service capabilities.This requires the government to improve the institutional environment for the development of the residents' committee,improve the community's democratic consultation system,and enhance the residents' public service capabilities.Let the neighborhood committee be an effective force for solving social problems and improving community governance.
