Sex crimes are a serious threat in all countries and regions of the world.How to protect minors from sexual offenses is a universal problem.In response to the rapidly growing cases of sexual assaults and sexual violence crimes,the United States created the sex crime registration and notification system to prevent sexual crimes.Subsequently,other countries and regions in the world have followed the United States to establish similar systems.The significance of implementing the sex crime registration and notification system is that the government will identify these potential dangers and warn potential victims to take precautions,especially for minors.Frequent cases of sexual assault on children in recent years have strengthened the expectations of our people for unified national legislation.Starting from Cixi's Implementation Measures on the Information Disclosure of Sexual Offenders Against Minor(trial),there has been a growing call for legislation to emulate the "Megan's law" of the United States.However,the enactment of a law should not only be in response to the needs of the general public,but also need to be considered from various aspects such as law,policies,society,public concerns,expert opinions and so on.Throughout the legislative process of various countries?regions?,the registration system is usually earlier than the notification system.In China only local legislative measures have been made and a unified national system has not yet established.an objective and comprehensive introduction of the laws around the world is the basis for experience and reference learning.So after an overview of the registration and notification laws of sex offenders,the following part is the current sex crime registration and announcement system in typical countries and regions.It details the legislative background,legal content and subsequent development process of the"registration and notification laws" in the United States,the United Kingdom,South Korea and Taiwan.Although these countries and regions have established a similar registration system following the lead of the United States,they are quite cautious and conservative in adopting the "community notification" system.After the analysis of the laws and legal provisions,and the background research of legislation,I attempt to extract the similarities and differences of the system in terms of registration and announcement system regulations,measures against high-risk offenders,and offenses with registration obligations,and the enlightenment to our country.The final part turns to China,sums up our country's efforts,attempts to establish a sex crime registration system in recent years at the national and local levels,predicts China's legislative trends,discusses the necessity and feasibility of establishing a sex crime registration system in China,and finally proposes some suggestions on legislation and on how to establish a registration and notification system.
