On Deepening The Reform Of Administrative Examination And Approval System From The Perspective Of Holistic Governance

Transforming government functions is the core of China's current administrative system reform.Simplifying administration and delegating power is the key to deepen the reform of government and accelerate the transformation of government functions.It is directly related to the success or failure of administrative system reform.In recent years,from the central to the local,governments at all levels have taken the simplify administration,delegate power,and combine decentralization with management as a forerunner,this reform as an important part of the reform of administrative system,and transform the "value approval,despise supervision" into "fast approval,strict supervision",then combine with the transformation of government functions under the new normal,it has become a breakthrough and an important grasper to promote the transformation of government functions,and has been placed in the prominent position of reformThis reform has gone through 19 years since 2001,and it is facing many problems while achieving results.In recent years,scholars have been explored the development of the administrative examination and approval system reform from the perspective of holistic governance,which provides a new way of thinking for the academia to study the reform of administrative system.This paper also intends to learn from this advanced western theoretical method,combine with the practice of Reform of local government administrative examination and approval system,and try to explore the whole path of deepening the reform of local government in the futureIn this paper,from the perspective of holistic governance,we will take this reform in Y district of Handan as the research object,the research methods such as questionnaire,in-depth interview and case study will also be used to make a more comprehensive discussion under the framework of the thinking of "Theoretical Tool Overview-Local Reform Practice-Problem Cause Analysis-Reform Path Exploration":Firstly,we make a detailed interpretation of the theory of holistic governance and expound the background and basic content of its creation to provide theoretical basis and support for research.At the same time,we define the relevant concepts of the administrative examination and approval system and comb the reform stage and the results.Secondly,we have outlined the practice of this reform in Y district of Handan,and combed the practice of deepening this reform in the context of the"simplify administration,delegate power,and combine decentralization with management" in Y district of Handan which has effectively promoted the"marketization","legalization" and "facilitation" of this reform.Thirdly,we analyze the problems and causes of the reform in Y direct of Handan,and use the theory of holistic governance to analyze the reform dilemma caused by the lack of overall planning and design?the conflict between fragmented government and holistic governance and the block pattern in power configuration.Fourthly,we set the path of deepening reform as the starting point,in view of the problems in this reform and from the perspective of holistic governance to build a holistic reform ideas.In addition,we explore the relevant path of deepening this reform and approval system from the perfecting the top-level design,re-examining the results of reform,improving the administrative capacity of the government,innovating the regulatory model and optimizing the service of the people to promote this reform to the depth of development.
