Study On Administrative Supervision Of Intellectual Property That In The Integrated Management Reform And Practice On Intellectual Property

Intellectual property work has developed rapidly,but it has exposed the problems of the administrative system.These problems have influenced the efficiency of the intellectual property administration directly.During the institutional reform of China's State Council,intellectual property work has formed to“Two to One”integrated administrative management mode which combines the“Brand”and“Patent”.The reform has brought integrated administrative management's superiority into full play which made further efforts to integrated administrative management system,while Grass-roots Administration for Market Regulation faced challenges of intellectual property administration function's delimitation.As a county level city,Taicang has jurisdiction over several parts,such as Taicang Port,New&Hi-Tech Industrial Development Zone and so on.It is a quite hard work of intellectual property protection for Taicang Administration for Market Regulation.Accompanied by the integration of remit,it is significant to research enhancing the level of integrated administrative management in terms of improving the regional technology development and pushing the industrial revolution.This dissertation focus on the case study which is integrated management reform on intellectual property in Taicang.At the same time,combining New Public Service theory with collaborative governance theory and summarizing Taicang Government's work which is based on optimizing management service,giving scope to advantages of supervision and law enforcement,and discovering renovation of working method,to conclude the experience of promoting Intellectual property development that fitting Taicang local reality and character.After summarizing the encounterd problems during grassroots reform,on this basis,writer puts forward countermeasure and suggestion on further deepening reform.At the same time,this research may make contributions to the next deepen reform of Chinese Government with practical experience.
