As one of the most precious resources,land is related to the development level of China's urbanization and industrialization.As an important part of China's construction land,the value of resources and assets of rural collective construction land is increasingly prominent.According to the provisions of the land management law of China,rural land is owned by collectives,and the villagers' committee,villagers' group or corresponding collective economic organization holds the right to manage the land.Collective land is related to the public interest of the village.Farmers manage collective land through villager autonomy.Based on the focus on the pilot reform of the project X in L city,hunan province,the author believes that the pilot reform of the collective land is a political process in itself,so how to safeguard the interests of farmers in this political process is a very worthy issue to be studied.In this paper,the collective management of construction land into the market as a starting point to study how farmers participate in the land market reform,Why can't the proceeds of the land be effectively distributed within the village.Based on this,the author uses a combination of practice and theory to systematically analyze the farmers' land income distribution mechanism and effect in the land entry of the project X in L City,Hunan Province.First of all,L city is the only area in hunan province to carry out the pilot reform of rural land system.The project of X is a land market reform project promoted by the government.The author firstly analyzes the general situation of the land entry of the project of X in the city of L,and discusses the new concept of "construction warrant" and the new mode of "two-entry,two-integrations,and two-building" put forward by the project of X in the process of land entry.Then,from the perspective of interest mobilization and villagers' participation,consensus reaching and rule implementation,this paper analyzes the political process of land market entryand income distribution in the project of X.Through the author's field visits and interviews in villages and households,it is understood that there is a dilemma of how to deal with the collective retention and how to distribute the land income distribution within groups.Secondly,it analyzes the reasons for the dilemma of land income distribution.First,the rules of property rights in rural areas are vague,the development of rural collective economic organizations in the central region is relatively backward,and the relationship between the rights and responsibilities of rural collective economic organizations and village committees is unclear.The second is that the village's internal democratic decision-making mechanism is incomplete,and there is a high degree of uncertainty and egalitarianism in determining the distribution plan.Third,the public power of the government did not intervene effectively.Finally,in view of the difficulties and causes of land income distribution,this paper puts forward some Suggestions on how to improve the income distribution in the reform of China's rural collective commercial construction land.First,we will improve laws and regulations on income distribution from land market access,promote coordinated reform of the rural collective property rights system,and improve the tax system for value-added income from land market access.Second,we should improve the mechanism of land revenue distribution,establish a distribution mechanism that gives consideration to all revenue subjects,adhere to the principle of market orientation,and improve the mechanism of democratic decision-making.Third,to strengthen the supervision and management of value-added income distribution,and fourth,to establish a clear responsibility of the government management system.
