Research On Problems And Countermeasures Of Rural Land Transfer In Ansai District Of Yan'an City

As the most basic and important means of agricultural production in China,land is also the most basic and reliable living guarantee for farmers.With the continuous improvement of the continuous improvement of rural infrastructure,the single planting model of one household in rural areas is difficult to meet the farmers' needs for a better life and the needs of the country's economic and social development.Therefore,it is imperative to actively implement the rural land transfer system,form a pattern of separation of ownership,contracting rights and management rights,and the circulation of management rights,realize the optimal allocation of rural land resources.This article takes Ansai District,Yan'an City,Shaanxi Province as the research object,using a combination of field investigation and statistical analysis,starting from farmers,land inflow parties,grassroots governments and other aspects,the relevant data of Ansai District,township and village land transfer from 2003 to 2019 are collected,and the basic situation of Ansai district land transfer is deeply explored.It is found that in the process of actively implementing the rural land transfer system by the relevant departments of government in Ansai district,good results have been achieved,increased the economic income of local farmers,and improved the level of regional agricultural economic development.However,there are still some problems,such as the small scale of rural land transfer,the small proportion of diversified transfer subjects,the single form of rural land transfer,the irregular procedures of rural land transfer,the blind and short-sighted behavior of land management and the change of rural land use.The reasons lie in the misplacement of the functions of the grassroots government,the imperfection of the intermediary organization of the rural land transfer,the weak sense of law-abiding of both sides of the land transfer,the weak awareness of farmers' rights safeguarding,the incomplete industrial evaluation of the land inflow side and the weak capacity and willingness of farmers to participate in the rural land transfer.Therefore,in the process of carrying out the rural land transfer system,not only correctly deal with the relationship among the local government,the land inflow side and the land outflow side,and maximize the initiative of all parties involved in the land transfer,but also take the method of focusing on the combination of current economic benefits and the development of long-term investment projects in the process of rural land transfer,encourage farmers,large enterprises and institutions,scientific research institutions and other business entities that have become land inflows to participate in long-term project investment.Ansai district government should improve the rural land circulation environment,standardizing the relevant procedures of rural land transfer,continuously improving the implementation plan of rural land transfer,optimizing the service functions of the rural land transfer center in the district,and formulating long-term plans for rural land transfer in the whole district,achieve a healthy development of rural land transfer in Ansai District.
