With the 40 years of reform and opening up,our country blew the horn to set out again.As product of reform and opening up,development area went on to undertake an important mission in taking the lead in reform and opening up,leading the optimization and adjustment of economy structure and changing the development mode.In face of the new situation,administrative commission,acting as the management organization of development area,whose employee motivation mechanism falling behind the development speed had become an important factor that restricts its progress.In order to realize the transformation and upgrading and development through innovation of development area,to motivate staff of administrative commission efficiently and stimulate the staff's initiative and creativity seemed to be very important.Research in the past was often concentrated on the research of traditional civil servants in the civil service.However,there were big differences between the management system of administrative commission and traditional administrative department.And little research had been done on the staff incentive mechanism of administrative commission of development area.Therefore,this article will study the staff incentive mechanism of administrative commission of development area,focusing on administrative commission of development area,using modern classical motivation theory in conjunction with modern human resource management concepts.This article will use T administrative commission of development area as a case,focusing on the staff incentive mechanism of administrative commission of development area.First of all,development area and its administration mode and T administrative commission of development area is introduced.Then,the inquiry and analysis are done through questionnaire survey on Evaluation of employee motivation status and factor of incentive demand.And then problems and causes of incentive problems for T administrative commission of development area are analysed.In addition,in order to solve problems better,the incentive for personnel in relevant development zones in China has been studied,and the experience of reference has been summarized.At last,based on the results of questionnaire survey and the analysis of the cause of problems and combined with the experience of other development area,the article puts forward strategies and suggestions on the basis of 6 aspects including management theory,organizational culture,management foundation,pay incentives,performance review,promotion and career development.
