The Philippines,Malaysia and Vietnam all have territorial disputes with China in the South China Sea.But since 2010,driven by various factors inside and outside the region,especially China's continued rise and the United States' return to the Asia-Pacific,the South China Sea issue gradually became a hot issue in the world.It was only after Aquino ? stepped down in 2016 that the situation in the South China Sea gradually entered a period of peace.During this period,the Philippines,Malaysia and Vietnam took many measures in the South China Sea,and their policies had similarities:strengthening military presence,turning to ASEAN for help,but the main characteristics of the policies showed obvious differences:the Philippines was the most high-profile and adventurous,for the concerned international arbitration case;Malaysia was relatively low-profile,moderate and pragmatic,attached importance to the role of ASEAN,and at the same time increased its vigilance against China;Vietnam was tough and restrained,made every endeavor to promote the internationalization of the South China Sea issue,but it always kept conflict and contradiction with China within controllable limits.The question that this article tries to solve is why the Philippines,Malaysia and Vietnam had such different South China Sea policies between 2010 and 2016?This article introduces Foreign Policy Analysis theory to analyze this issue from three levels of national characteristics,domestic politics and leader characteristics.First,history is an important part of national identity.The differences in the history of the exchanges between the Philippines,Malaysia,and Vietnam and China and the United States outlined bilateral relations and laid the foundation for the South China Sea policy Second,domestic parties played games for their own interests and in order to protect the interests of himself and the groups he represents,the leader needed to make a choice in the face of pressure from the military,interest groups,opposition parties,and other factions within the party.Finally,the leader's character,growth experience and other factors have shaped his political views and his bias towards foreign policy.The South China Sea still has disputes and may maintain the status quo for a long time.On the basis of strengthening research on relevant countries,China can provide regional public safety products to Southeast Asian countries including the Philippines,Malaysia and Vietnam,and continue to use the Belt and Road to promote the development of neighboring countries to establish closer ties,and attach importance to international law and train relevant talents.
