| With the advancement of industrialization and urbanization,the number and scale of rural land expropriated is on the rise,this causes the frequent occurrence of land expropriation conflicts,typical cases include Min village land acquisition conflict incident,Wukan incident and Suzhou Tongan incident.Land expropriation conflicts have seriously affected social stability and economic development.It has damaged the vital rights and interests of farmers and reduced the credibility of the government.However,in the process of establishing and improving the system,mechanism and policy system of integrated urban and rural development and accelerating the modernization of agriculture and rural areas,preventing the occurrence of land expropriation conflicts and managing land expropriation conflicts from the source has become a inevitable problems.Based on angle of risk management theory,this paper selects the Jinjiang City which is economic developed area as the survey region,combining the region’s characteristic analysis of risk factors for requisition of land conflict,building the evaluation index system of land expropriation conflic riskt.G land acquisition project is used as a sample for risk assessment of land acquistion conflict in Jinjiang City,Fuzzy Comprehensive Evaluation method is applied to analyze land conflict risk level,and the corresponding risk prevention measures are put forward.The study find that the comprehensive risk level of the G land expropriation projects is in the middle alert level,which has a nagetive impact on the land expropriation conflict.First of all,the rationality of compensation and the compensation method both in a higher risk level,and the satisfaction degree of the farmers is lower.Secondly,the procedural risk factors are generally in a higher risk level,and the farmers’ right to know,participation and negotiation is ignored.Then,among the factors of conflict mediation,the lack of impartiality in conflict mediation and the lack of channels for conflict mediation are both in a higher risk level,which reflects that the conflict dispute resolution mechanism is weak in Jinjiang City.Finally,the clan force and the village complexity have a relatively serious impact,which reflects the unique cultural and historical factors of Jinjiang City,and the heterogeneous characteristics of farmers have increased the complexity in land acquisition.Therefore,it is necessary to set up the compensation value and scope of land expropriation scientifically,construct the land expropriation procedure centering on public participation,and establish and perfect the early warning and mediation mechanism of land expropriation conflict.The research results are of great theoretical significance and practical guidance value for preventing land expropriation conflicts,safeguarding the legitimate rights and interests of farmers,safeguarding social stability and harmony and economic development. |
