Research On The Government Function In The Industrial Transformation And Upgrading Of Quanzhou City

Quanzhou is located in the southeast of China,where private economy is highly developed,and the economic development has been leading Fujian province for 19 consecutive years.After nearly 30 years of development,Quanzhou has laid a solid foundation of industrial manufacturing,"Quanzhou Model" famous throughout the country.However,at the same time,the industrial development of Quanzhou is still faced with such practical problems as relatively single industrial structure,weak radiating and driving ability of emerging high-tech enterprises to traditional industries,weak scientific research force,backward development of colleges and universities and scientific research institutions,and lack of high-tech talents.Therefore,how to promote the transformation and upgrading of Quanzhou's industrial industry has become an important task urgently to be solved by Quanzhou municipal government,and is also the main problem studied in this paper.First of all,this paper comprehensively applies relevant theories of public management,economics and other disciplines,adopts qualitative analysis method,literature research method and comparative research method,and summarizes the relevant research results of domestic and foreign scholars,and defines the basic concepts such as industrial transformation and upgrading and government functions.Secondly,this paper applies relevant theories of government functions to sort out the challenges and opportunities faced by Quanzhou's industrial transformation and upgrading.This paper analyzes the practical measures and initial results of Quanzhou municipal government to promote industrial transformation and upgrading.It points out that the practice of government functions in the industrial transformation and upgrading of Quanzhou mainly has problems such as too much direct government intervention,imperfect policy support system and single support means,and the reasons are that the transformation of government functions in Quanzhou is not in place,the market thinking is relatively backward,and the evaluation and assessment mechanism is not perfect.Finally,combined with the advanced practices of developed countries and domestic leading cities,the paper puts forward countermeasures and Suggestions on Quanzhou's industrial transformation and upgrading,such as further transforming functions,improving service levels,establishing and perfecting comprehensive evaluation and assessment mechanism,and increasing the introduction of scientific research and technology.
