Today's world is in a great change that hasn't happened in a century.The report of the19 th National Congress of the Communist Party of China proposes that in the new era,we should continue to deepen the transformation of government functions and institutional reform,innovate administrative management methods,and improve the administrative efficiency of government units.Employees' suggestions play an important role in enhancing organizational innovation and promoting organizational reform and development.How to improve the government officials' voice behavior for improving the efficiency of grass-roots administration has become one of the focus of public concern.Therefore,in grass-roots government organizations,it is of great practical and theoretical significance to study the relationship between paternalistic leadership and the voice behavior of government officials.Based on the collation,study,analysis and discussion of the existing literature at home and abroad,this paper constructs a research model,puts forward research hypotheses,and combines its own work practice.Taking the shibalihe subdistrict office as an example,240 effective questionnaires are collected and analyzed by questionnaire method to obtain the relevant data among the three variables of paternalistic leadership,voice making behavior and employees' sense of belonging.Spss23.0 and amos23.0 are used to test and analyze the data,which not only proves that the model is suitable for grass-roots government institutions,but also draws the following conclusions:(1)In the grass-roots government institutions,the benevolent and moral leadership of paternalistic leadership has a positive impact on the advice behavior of government officials,while the authoritarian leadership has a negative impact.(2)In grass-roots government institutions,the dimensions of benevolent leadership and moral leadership of paternalistic leadership have a positive impact on employees' sense of belonging,while the dimensions of authoritarian leadership have a negative impact on employees' sense of belonging.(3)In the grass-roots government institutions,the sense of belonging of employees has a positive effect on the behavior of making suggestions.(4)In the grass-roots government institutions,the sense of belonging plays a part of intermediary role between paternalistic leadership and voice behavior.According to the research results and work practice,in order to further stimulate the voice behavior of grass-roots public officials,cultivate the sense of belonging of employees,and accelerate the promotion of administrative efficiency of grass-roots government institutions,this paper puts forward the following management suggestions:(1)Establish a good leadership style,to achieve "both benevolence and morality".(2)Establish authority correctly,and implement "both kindness and prestige".(3)We will open various channels for making suggestions,improve the incentive system,feedback system and fault tolerance system for making suggestions,and attach importance to and encourage employees to make suggestions.(4)Strengthen the humanistic care,strengthen the sense of belonging of employees by means of normalized care,difficult assistance,rich cultural life,and employee training.(5)Set up a clear employment orientation,and enhance the work vitality of employees and stimulate the endogenous power of suggestions through the establishment of precise personnel selection and employment mechanism and other measures.
