Research On The Construction Of Urban Community Policing In Zhengzhou High-tech Zone From The Perspective Of Social Governance

As the product of the fourth policing revolution in the west,community policing has exerted a profound influence on the policing mode in the world.In the past decades,the introduction of community policing mode has make great contributions to the maintenance of grass-roots stability,the promotion of community governance,the promotion of social harmony and the implementation of the purpose of serving the people wholeheartedly in China.Since the new era,with the rapid urbanization,more and more population are floating into the city,which brings serious challenge to community policing management.As a quasi-public product,urban community policing is also an important part of social governance.In this paper,I shall analyze the construction of urban community policing from the respective of social governance and put forward countermeasures,I hope that this paper will contribute to the sustainable development of urban community policing.This paper takes community policing of ZhengZhou high tech zone as an example,using literature research method,interview method and comparative analysis method.This paper sorts out the status quo and characteristics of co-construction and co-governance of urban community policing which are participated by community policing room,community residents and social organizations,and sums up the following problems.First,the number of community policing room is not enough,police force is insufficient;Second,the enthusiasm of community police and assistant police is not high;Third,the participation of the community residents and social organizations is not high.The main reasons are that the establishment mechanism of community policing room is not perfect,the quality of community policing staffs is uneven,the evaluation mechanism of community policing is unreasonable,the community residents and social organizations do not have high trust in the community police.On this basis,the author combines the working practice with the experience of urban community policing construction at home and abroad,according to the theory of social governance and public goods,puts forward six suggestions:the first suggestion is to strengthen the top-level design and establish community policing room scientifically according to the administrative division,the second suggestion is to improve the comprehensive quality of community policing staffs,thethird suggestion is to establish and improve the evaluation mechanism of community policing examination,the fourth suggestion is to construct service-oriented community police office based on human being,the fifth suggestion is to build “internet+community policing” with the help of science and technology,the sixth suggestion is to mobilize the enthusiasm of the community residents and social organizations to participate in community policing construction.These suggestions are helpful to improve the construction level of community policing,to improve the sense of security and well-being of community residents in the areas,so as to promote the construction of safe community and maintain of stability of grass-roots.This paper studies the construction of urban community policing under the framework of social governance theory,focusing on the difficulties and problems in community policing construction in the progress of urbanization and social transformation,combing with urban grass-roots community management.It makes some innovations in the perspective of research.The conclusions of the study can provide reference value for the construction of urban community policing in the other similar cities in China.
