Research On Multiple Subjects Participation In Rural Grassroots Consultation And Co-governance

China has been an agricultural country since the ancient times.The stable development of rural society is not only the basis for promoting the overall progress of China’s economy and society,but also a key link for completing the building of a moderately prosperous society in all aspects and realizing the people’s aspiration for a better life.China’s rural governance model has been continuously explored.And the result of continuous exploration can be demonstrated from the time of the reform and opening up,when the society took the people’s commune that “integrates government and society” as the main management model to the time of 1980 s,when the society regarded the “rural governance”,which the key content was the villager’s self-governance,as the governance model.With the development of social economy,China has implemented the strategy of rural revitalization,promoted targeted poverty alleviation in rural areas,and accelerated the process of new urbanization,thus making the rural society appearance change tremendously.However,it also aggravates social contradictions and makes the traditional governance model has been unable to adapt to the current rural society.Therefore,rural society urgently needs a new way of governance to alleviate the current contradictions and realize the “good governance” of rural governance.Multiple subjects participate in rural community consultation and co-governance is an reasonable way to solve the contradiction of “township politics and village governance”.It not only conforms to requirements of strengthening and innovating social governance,improving the system of social governance under the leadership of party committees,the responsibility of the government,democratic consultation,social coordination,public participation,law guarantee,and scientific and technological support presented in the fourth plenary session of the 19 th central committee,but also the key to strengthen consultation and co-governance at the community level.The governance system in which multiple subjects participate in rural consultation and co-governance mentioned in this paper adheres to the principles of equality,consultation,mutual assistance and cooperation under the leadership of the communist party of China.It is organized and led by the grass-roots government,and actively participated by social organizations and villagers to jointly deal with rural social public affairs through consultation,which can help adjust the contradiction of rural society reasonably and realize effective management.The theory of rural governance,pluralistic democracy and consultative co-governance are considered as the theoretical basis of this paper.Firstly,the rationality of model of multiple subjects participating in the rural community consultation and co-governance led by the party is analyzed.Then the problems existing in the model of rural consultative co-governance in China nowadays is analyzed.Finally the countermeasures and suggestions of improving the model of multiple subjects consultation and co-governance are presented.The governance system of consultation and co-governance can solve the dilemma caused by the current mode of “township and village governance”,improve the new socialist rural governance system,and finally realize the “good governance” combining “co-governance”,“autonomy”,“rule of law”and “rule of virtue”.
