Research On Evaluation Method Of Secrecy Management Capability In One Material Innovation Project

Due to the increasingly risk of secrecy management,we need to accurately evaluate the secrecy management capability of one material innovation project(MIP).With reference to risk management capability management maturity for complex products and systems projects,this paper presents the concept of project secrecy management capability maturity(PSMCM).A questionnaire survey was conducted and data were collected from 69 respondents,including company and project director,project manager,project engineer,secrecy administrator,secret-related employee,et al.A project secrecy management capability maturity model(PSMCMM)has been developed.The PSMCMM consists of five capability areas namely,culture,experience,resource,process,technology.The PSMCMM is built on five levels of capability maturity,namely ad-hoc,initial,defined,managed,and optimized.A quantitative approach was established,including capability breakdown structure,measuring items and scale,working process.The PSMCMM laid the theoretical foundation of the capability evaluation of one MIP.Using PSMCMM,secrecy management capability were evaluated in one MIP.According to the capability evaluation activity,the PSMCM of one MIP is in the third degree of defined.There are many of deficiency in culture,experience,resource,process and technology of one MIP.Due to the evaluation result,the proposed PSMCMM approach is reasonable,can be beneficial in quantitatively evaluating the PSMCM.Then,it's easy to set up the capability improvement target.This paper presents the capability improvement rules,and methods.A project secrecy management system(PSMS)will be improved in one MIP.The PSMS includes five subsystems,namely secrecy organization structure,secrecy responsibility,normative documents,supervision and check,secrecy resource.The capability improvement activity of one MIP will motivate the inner impetus of project secrecy management,form long-term effect mechanism,effectively control the risk of secrecy management.
