Currently,the Internet has become a 21 st century market.With the advent of the Internet,the life of all mankind has changed.The advent of Internet technologies,their improvement has led to the evolution of various forms of doing business and the emergence of virtual enterprises.Online shopping is one of the most popular online activities worldwide.E-commerce is a modern,poorly studied,but the most dynamically developing market,the prosperity of which is impossible without proper government regulation and support.A well-developed e-commerce market is able to bring a huge amount of cash income to the country's budget,contributing to its economic development.In 2019,worldwide e-commerce retail sales totaled $ 3.53 trillion.According to experts,the e-commerce market is one of the most promising in the world.However,depending on the region,market development is proceeding at different rates.The development leaders in this area are the Asia-Pacific region,in particular China,which occupies the 7th consecutive year leading position in the world.The Russian e-commerce market is still young and is at the stage of its intensive development.One of its distinguishing features is the low share in the total trade turnover of Russia,in connection with which scientists have found that the current system of state regulation of this sphere is inefficient and insufficient.There is a shortage of legislative and regulatory frameworks on the market,which is why consumer distrust and the shadow economy are growing.Every year in Russia there is an increasing need to modernize the system of existing state regulation.The need for government support for further market development also becomes apparent.The purpose of this study was to study the State regulation of the Russian e-commerce market with the goal of improving it for the economic development of Russia.To achieve these goals,during the writing of this work,an analysis of the current state of the e-commerce market in Russia was carried out with highlighting its characteristic features.Also,the main existing problems in the field of state regulation in the field of Internet business and the causes of their occurrence were identified.According to the results of the analysis,it was found that the Russian market suffers from such problems as: the growth of the shadow sector of the economy;poor road infrastructure;lack of government support;low level of consumer confidence;lack of legislative framework;tax and tax issues,as well as fraud.In order to develop recommendations for resolving existing problems,the Chinese e-commerce market was considered as an example of a successfully developing market with good government regulation.Based on Chinese experience and the characteristics of the Russian e-commerce market,a set of recommendations was developed,the implementation of which will solve the existing problems in the field of state regulation in the e-commerce market.A mechanism was also proposed and an assessment of the possibility of their implementation.The creation of an effective system of state regulation will lead to the rapid development of the e-commerce market in Russia,and as a result,the country's economic development.
