Research On The Optimization Of Wenzhou Planning Permission Process From The Perspective Of "Run Once At Most"

According to the report of the 19 th National Congress of the Communist Party of China,we should transform the functions of the government,deepen the simplification of administration and decentralization of power,innovate supervision methods,enhance the credibility and execution of the government,and build a service-oriented government that the people are satisfied with.In 2016,Zhejiang first proposed "run once at most" reform,vigorously promoting the simplification of administration and decentralization.Wenzhou has a developed private economy,and the society calls for the reform of "run once at most".The planning permission process of "run once at most" involves many links.How to "nibble" this "hard bone" and acceleration in this reform has become a realistic and urgent topic.In this paper,the concepts of "run once at most" and planning permission process are defined,and the relationship between them is elaborated.Based on the Whole of Government theory and the theory of Business Process Reengineering in Government,a process optimization model is constructed.The status of planning permission process from the perspective of "run once at most" is analyzed in depth,and the mainproblems existing at present are put forward Based on the theory of optimization model,the specific solutions are described.The first part includes the introduction,related concepts and theoretical basis.The introduction mainly elaborates the research background,the domestic and foreign research summary,establishes the theoretical value and the practical significance of this research.Define the concept boundary of "run once at most" and planning permission process,and analyze relevant keywords.Explain the interaction mechanism between "run once at most" and planning permission process.This paper introduces the Whole of Government theory and the theory of Business Process Reengineering in Government,explores its value to the planning permission process optimization,and constructs the process optimization model.The second part is the reform of "run once at most" and the analysis of the current situation of planning permission process in Wenzhou.It mainly includes three parts: first,the "run once at most" reform of Wenzhou planning permission,including the division of reform stages,characteristics and direction of reform status;Second,the actual situation of planning and licensing process,including work experience investigation and current process decomposition;third,the existingproblems of current process,including information problems,link problems and department connection problems.The third part is the optimization of Wenzhou planning and licensing process.According to the Whole of Government theory and the theory of Business Process Reengineering in Government,this paper solves the problems of the current process of "run once at most" in Wenzhou planning permission.The first is to eliminate and simplify the permission process;the second is to integrate the licensing process architecture;the third is coordination,to build a self iterative planning permission process "run once at most" system.
