Evolution And Mechanism Innovation Of Public Policy Media Communication

Nowadays,the role of spreading influence is more and more prominent.The emergence of new media and the new changes of news and public opinion have brought opportunities for media communication and also changed the communication mode and content of public policies.Public policy provides guidelines and directions for public authorities to solve public problems within a certain scope,achieve public goals and realize public interests.The implementation of policies is a crucial link in the policy process,which is related to the effect of policies.The implementation effect of good policies is closely related to the effect of policy communication.In addition,media communication of public policies is also becoming a key link of public policy communication,playing a unique role.In today’s rapid development of information network,the era also add new meaning to the media,public policy,therefore,studying the evolution of the media,public policy,found that the inner mechanism of the media,public policy,thus to put forward the media,the public policy from the mechanism innovation,pressing needs is not only the reality,but also to achieve effective public policy interpretation and the inevitable choice of spreading and its implementation.This paper will focus on the media communication mechanism of public policy so as to carry out research and analysis on some practical problems.Based on the public management discipline,at the same time,combining with many subjects such as management,journalism,communication,the basic knowledge,selection of discourse analysis,case analysis as the basic research methods,such as to spiral of silence theory,the theoretical basis of policy diffusion theory,the theoretical origin,closely around the public policy transmission mechanism in research.Starting from the logical features and relations between educational policy discourse and news media discourse,this paper analyzes the evolution and risk analysis of public policy communication,and then puts forward Suggestions on the innovation of public policy communication mechanism.The main content of the article has three aspects.First,the analysis of the evolution mechanism of public policy media communication.Firstly,the public policy communication media is classified and its characteristics are analyzed.Secondly,it explains the evolution stage and mode of public policy media communication.Thirdly,it lists the factors that influence the evolution of public policy media communication.Finally,the evolution mechanism of public policy media communication is summarized.Second,risk analysis of public policy media communication.Through the empirical analysis of some cases of public policy communication,including the communication analysis of clean government policy,vaccine policy and individual income tax policy reform,the author hopes to summarize the characteristics and risks of public policy media communication under the new situation.Thirdly,the paper discusses the mechanism innovation strategy of public policy media communication.This chapter is one of the important research points,this article mainly through to the traditional system of public policy transmission mechanism of the forecast based on the research based on the early stage of the article,in order to analysis of public policy under the new situation of media communication mechanism innovation,mainly from the safeguard mechanism,coordination mechanism,operation mechanism,innovation mechanism of these four aspects to analyze,for the future of media communication mechanism reform of public policy to provide the reference.
