Research On Deepening Reform Of "One Stop,One Trip,One Paper" In General Administration And Enforcement Bureau Of Lucheng District,Wenzhou

The reform of government service is closely related to the people's production and livelihood.It is not only about the image of government departments,but also about the public approval of the people.The third plenary session of the 18 th central committee of the communist party of China(CPC)pointed out that we should deepen the reform of the administrative law enforcement system,straighten out the system of urban management law enforcement,improve the level of law enforcement and service,and establish a unified,authoritative and efficient administrative law enforcement system with powers and responsibilities.In October 2017,President Xi Jinping proposed in his report to the 19 th national congress that we should deepen the practice of law-based governance,build a law-based government,promote law-based administration,strictly standardize fair civilized enforcement.After the reform was first proposed at the economic work conference of Zhejiang provincial party committee at the end of 2016,the 2017 work report of Zhejiang provincial government officially proposed the implementation of the reform,and then released the “accelerate the implementation of the reform”,researching the reform of current status of application in General Administration and Enforcement Bureau of Lucheng,Wenzhou,analyzing the present stage of the real problems,and trying to propose some countermeasures for further development and improvement,in order to deepen the reform better,has its important theory meaning and realistic meaning.Paper by using the theory of public policy implementation process,the government business process reengineering theory,government regulation theory as basic theory.It chose General Administration and Enforcement Bureau of Lucheng distinct as the main research object,through field investigation method,interview method to analyze the “one stop,one trip,one paper” reform's phased results,revealed the realistic situation such as coordination problems between different departments,e-platform's instability,unprofessional civil servants,these all threatened the efficiency of the reform,and displayed the main causes of theseproblems,the imperfection of the system and mechanism,the ineffective construction management of the e-platform,servants' lack of training.Finally,it proposed to upgrade government service electronic platform,strengthen the responsibility system and service consciousness,and built a service-oriented law enforcement department.Rely on personnel quality improvement,constantly improving its efficiency;Relying on the incentive and punishment mechanism,servants are encouraged to be dedicated,so as to achieve stabilize the law enforcement team and other specific measures,so as to achieve “comprehensive improvement” in the quality,cost and speed of law enforcement department's administrative service,and strive to optimize the management of Lucheng district's comprehensive administrative law enforcement department.
