Local Status Of Internal Administration And Legal Regulations

The internal administration is both the necessary precondition and important guarantee for the administrative behavior of the administrative organs,and the important component of the government's administrative activities.Also,it is closely related to the modernization of the national governance capability.However,at present,there is still not enough research on internal administration in China.Many fundamental issues have long been controversial and difficult to reach consensus.In particular,there is still no comprehensive observation and consideration on the basic state of affairs and legal remedy in China.In recent years,with the advancement of the construction of the rule of law government,under the guidance of the modern concept of rule of law,China's internal administration has presented a new development trend.On the one hand,in terms of form,the externalized classes which may have external effects have been developed from the traditional personnel management and working relationship classes.On the other hand,in terms of supervision,with the continuous improvement of the administrative litigation system,the internal administration is not only subject to administrative supervision,but also likely to receive a certain degree of judicial review However,in the practice of our country,the legal regulation of internal administration still faces the embarrassment of rights protection,power restriction and examination standard.In view of this,China should learn from the experience of maturity abroad,to continue to make efforts in exploring the legitimacy basis of the dual regulation of internal administrative act administration and judicial system,and use information technology to reduce the cost of regulation and improve the procedural arrangement,and improve the efficiency of inspection.We will truly bring internal administrative acts into the path of rule of law and provide assistance to safeguard civil servants' rights and improve government public services,and finally let the growth of the internal administrative system and the transformation of government promote each other.
