With the deepening of the reform of "decentralization of service" and the continuous advancement of the reform of the administrative approval system,governments at all levels,from the central to the local levels,have taken the initiative to continuously optimize the business environment,serve development,and serve the people's livelihood.At present,different levels of administrative examination and approval bureaus have been established in many places in China.As of November 2017,a total of 122 administrative examination and approval bureaus in 168 counties(cities,districts)of Hebei Province were officially put into operation,achieving full coverage at the city and county levels.In the context of new-type urbanization,a large number of rural people have entered urban life,which has put the city's public environment and the public service capabilities of government functional departments to the test.At the same time,at the end of 2019,the pneumonia epidemic of new coronavirus infections imposes new and urgent requirements on the optimization of administrative services of the Administrative Examination and Approval Bureau: it is necessary to do a good job of preventing and controlling the epidemic situation,and also to provide full service to enterprises to start production and resume production.How to reduce the number of on-site applications and improve the ability of online approval services has become an urgent issue.With the emergence of new situations and new situations,faced with new challenges,how these local administrative examination and approval bureaus should optimize their public service functions and improve the level of government service has become a realistic subject to be studied urgently.This thesis is based on holistic governance theory,new public service theory,and citizen participation theory,and takes Administrative Examination and Approval Bureau of Luancheng,Shijiazhuang as the research object;And it studies from a relatively micro perspective,using the literature analysis method,field survey method and questionnaire analysis method,through elaborating the current status of the government service of the research object,find out the problems in the government service,and based on the analysis of the reasons,put forward targeted comments.It is hoped that through the in-depth study of a sample,the effect of seeing small things will be achieved,and it will provide useful reference for other county-level administrative examination and approval bureaus in Hebei Province in promoting reform and promoting the improvement of government services.Through analysis of questionnaire data and field surveys,Administration Examination and Approval Bureau of Luancheng has the following problems in government services: First,The resources of the government service hall are not fully utilized,mainly because theapplicant thinks that the layout of the service hall is not clear and the role of the agent agency area is not obvious;the second is the low public awareness of service matters,and some applicants still do not understand the functions of the approval authority;the third is the low level of recognition of the window government service level,affecting service efficiency.The window staff cannot explain some issues in a timely and accurate manner or the interpretation standards are not uniform.Fourth,the Internet + government service network utilization rate is low.Applicants have fewer applications through the Internet,and there are duplicate entries by staff.The reasons for the problems found are analyzed from the perspective of government functions,service providers,and technology.First,the top-level design of government services is insufficient,mainly due to inadequate construction of higher-level departments,incomplete internal management systems,and inconsistent transfer standards.Second,insufficient publicity and promotion of government services.On the one hand,there is a lack of awareness of publicity,and on the other hand,the promotion of government service is insufficient to mobilize the masses to participate.Third,the quality of government service supply is not high,and a scientific and effective service supply mechanism is lacking.Some staff members are new recruits,and their professional quality needs to be improved.At the same time,the emergence of comprehensive acceptance has put forward higher requirements for staff professional knowledge.Fourth,the lack of online approval capabilities.There are insufficient website optimization and low utilization;multiple websites coexist between departments,and resource sharing is difficult.Based on the results of the field survey and analysis of the reasons,with reference to the advanced experience of other similar areas in the country-Nanhu District,Jiaxing City,Zhejiang Province,and Futian District,Shenzhen City,we put forward countermeasures and suggestions: First,reform and innovation,change the government governance theory,and serve construction;To change the theory of a type-oriented government,it is necessary to establish a "user-centered" concept,and at the same time strengthen standardization,innovate the service mechanism and implement bold exploration;the second is to increase the influence of government services.On the one hand,raise awareness of publicity,on the other hand,encourage people to participate in publicity,and create multiple ways and atmosphere for people to participate;third,improve the quality of service providers,build a general service team,establish a service assessment mechanism,and give full play to supervision The fourth is to improve the infrastructure and enhance the ability of online approval services.At the current stage,online and offline integration and development should be promoted,and theintegration and sharing of resources between various departments should be promoted.At the same time,Internet technology should be used to extend the government service system to the grassroots level and improve service efficiency.
