Research On Standardization Of Notarization Management In Shanxi Province

After 40 years of exploration and practice,the notarization management in Shanxi Province has made some achievements in the notarization institutions construction,notarization team building,industry supervision and other aspects.However,with the continuous improvement of the notarization system and the deepening notarization system reform,the notarization offices in the whole province have gradually featured the coexistence of multiple systems and mechanisms.The team building,business development,social influence and other aspects of the notarization offices gradually show regional and institutional differences,and the imbalance development of the notarization offices is increasingly obvious.The ever-changing notarization industry brings more and more challenges to notarization management.For a long time,the notarization management in Shanxi Province has adopted the problem-oriented management mode,which leads to the lack of initiative in management.The advantages of the "two-combination" management mode are not shown.The lack of reasonable division of labor leads to the insufficient macro administrative management and the absence of regulations in the industry management.The inadequate communication between management authorities result in separated not collaborative working style.The management system is not reasonable and some systems lack effective supervision and punishment mechanism.The management department is not timely and effective in response to the changes of external environment and the internal reform.The management problems have hindered the development of the industry.The reform and development of the industry requires the notarization management to transform the management mode as soon as possible.In the government system reform in 2018,most of the notarization administrative functions at all levels in Shanxi Province are integrated with other management functions of the judicial administrative organs.Due to the integration of the management departments and the reduction of personnel,it will be difficult for the management departments to implement the problem-oriented management mode.The decision adopted at the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China in 2019 calls for "promoting the modernization of national governance system and governance capacity",which puts forward new historical requirements for notarization management in Shanxi Province.How to change the concept and method of notarization management and how to implement scientific management are urgent tasks for the management department.The standardized management mode pursues sound systems,requires systematic thinking and management concept and advocates that employees should fully participate in management activities,which will speed up the development and improve sustainability.It is a new paradigm in enterprise management and is also in line with the requirements of advanced public management.This mode has a strong adaptability to the current situation of notarization management in Shanxi Province.The systematic thinking is conducive to the integration of notarization management resources and promotes the rational division of labor so as to form an orderly management system.The system construction improves constantly with employee participation,information feedback,theoretical analysis and feedback.The standardized management mode of notarization management in Shanxi Province can not only eliminate the shortage of management resources caused by the reduction of personnel,but also help to improve the management ability,prevent and deal with the new problems in the development of notarization industry.This paper mainly includes four parts.The first part clarifies the concepts of notarization and standardized management and analyzes the current situation of notarization management department in Shanxi Province and the significance of implementing standardized notarization management in Shanxi Province.The second part reviews the historical situation of notarization management in Shanxi Province and the development status of notarization industry in Shanxi Province.The third part probes the problems in notarization management and analyzes the reasons behind and the fourth part uses standardized management mode and puts forward suggestions and solutions to the management of notarization in Shanxi province from the strategic management,human resources acquisition,system improvement and other aspects.
