Research On Rural Pension Security Under The Background Of Land Transfer

Since the reform and opening up,China's economy has developed rapidly and society has gradually entered the aging stage.However,the degree of aging has grown too fast and the number of people is large.How to deal with social aging is a major realistic problem facing China's socialist construction.The rural population accounts for nearly half of the country,and the old-age care model is based on the state of land-based households.However,as the rural land income is getting lower and lower,it is obviously more and more difficult to bear the burden of peasants' old-age security.At the same time,the emergence and vigorous development of land transfer in rural areas has brought a new opportunity for China's rural pension security system.The so-called land transfer is the economic act of transferring the management right of the contracted land to other land management entities on the basis of the household joint production contract responsibility system,but they still own the contractual right of the land.The transfer of land has promoted the development of large-scale management of rural land,promoted the adjustment of rural industries,increased the income of agricultural operations,realized the increase of farmers' income,improved the living standards of farmers,and promoted the development of rural economy.In this case,how to effectively combine land transfer with the construction of the rural pension security system is not only an inevitable requirement to solve the "three rural" issues and the revitalization of the great countryside,but also the key to solving the pension problem of the majority of farmers.In the past,many scholars studied the problems,dilemmas and countermeasures from a single perspective of "land transfer" or "rural endowment security".This paper takes the land transfer as the entry point to study the rural endowment security system.By combing the rural land system and the development process of the endowment security,it is concluded that rural land has a very important position in the farmer's endowment security.Based on this,the land transfer and the The mutual promotion relationship between the construction of the old-age security system,that is,the good transfer of rural land provides a favorable economic foundation for the rural old-age security construction sites.On the other hand,the construction of rural old-age security also beneficially ensures the smooth progress of rural land transfer.Based on this,combined with China's existing political,economic,cultural and other factors,from the perspective of improving the land transfer mechanism and improving the social security system,several corresponding suggestions were put forward,aimed at establishing a The multilevel,diversified and differentiated rural old-age security system jointly guaranteed by the three parties can help the country solve the rural old-age security problem.
