China has established a deep and strong cooperative relationship with other countries and promoted mutual understanding since its establishment.In recent years,China changed its position from passive to active.China's various projects in many countries,including health,education and infra-structure,have attracted the attention of many countries and played a new role in the international arena.Many projects,such as education,sewage treatment plants,reconstruction of shantytowns in Ulaanbaatar and over-passes,have also been carried out for Mongolia,and it is very important for Mongolia's development.Besides,China,like many other countries,uses its soft power through the education system and higher education to influence the hearts and minds of the foreign public,to maintain its good image to the world and to establish friendly relations with other countries.Nowadays,the economic situation of students in modern society is determining their future education and living standards.This gives China the opportunity to improve its national image through education,especially by investing in outstanding students from all over the world.This study attempts to understand whether the views of Mongolian scholarship recipients on China are influenced by Chinese universities and their educational programs and various cultural diplomacy activities,and to analyze whether Chinese soft power is successfully implemented.The main theoretical methods of this study is the theory of soft power by Joseph Nye and Neoliberal approach.Because successful implementation of soft power eliminates contradictions and achieve peace between countries.To create a brighter future for relations between the two countries,and to achieve the goal of maintaining its image in Mongolia,the Chinese government has adopted a various of strategies to recruit more and more Mongolian students and make these future generations have a certain understanding of Chinese language,society,culture,history,and politics.Because all the diplomatic,political,social and economic activities of people of two countries are important points in strengthening relations between the two countries and it also will bring real benefits to both of them.Through their study in China,make more people understand China and want to study in China,do business with China,cooperate with China.Educational exchange programs and scholarships are important tools to enhance the image of countries,specially developed countries towards de-veloping countries.For China,not only Mongolian students,but also many foreign students from different countries have also received Chinese gov-ernment scholarships to study in China.To some extent,this will affect their perception of China and maintaining good relation between the two coun-tries,and help to improve China's image on the international arena.This paper investigates the experience of 100 Mongolian scholarship beneficiaries studying in China,their views and feelings on Chinese educa-tional programs and cultural activities,and evaluates the effectiveness of promoting China's image in Mongolia and China's soft power strategy through education exchange.In general,China's educational exchange pro-gram has made great progress in promoting and improving China's reputa-tion.The Chinese government scholarship is providing opportunities for Mongolian students to obtain quality education and professional education in China's top universities,as well as making valuable contributions to creating human resources for future development projects in Mongolia.This paper hopes to play a small but to some extent important role in the effective im-plementation of education exchanges and cooperation between China and Mongolia.
