Research On The Filing And Reviewing System Of Inner-Party Normative Documents

Establishing the system of recording and reviewing the Inner-Party normative documents and carrying out the work of recording and reviewing the Inner-Party normative documents are conducive to timely discovering and correcting violations of the laws and regulations concerning the Inner-Party normative documents,and establishing the mechanism of legal supervision over Inner-Party normative documents,from the system level,can make up the gap of the Inner-Party normative documents supervision,realize the full coverage of the Party's legislative supervision,and ensure the unity,scientificity and authority of the Party's legal system.Based on this,this paper makes a systematic study on the problems of the record-keeping and review system of the Inner-Party normative documents.Taking the opportunity of the revision of the Provisions on the record-keeping and review of the Party's internal regulations and normative documents,it not only points out the problems existing in the record-keeping and review system of the Inner-Party normative documents in respect of local record-keeping and review basis,record-keeping and review ability,record-keeping and review procedure,supervision and responsibility investigation,connection mechanism of record-keeping and review,etc.,but also on the basis of drawing on the useful experience of the filing and review system of administrative normative documents,this paper puts forward some suggestions on revising the relevant provisions of local archival review,strengthening the capacity of archival review,standardizing the procedure of archival review,perfecting the mechanism of supervision and responsibility investigation,and perfecting the linkage mechanism of archival review.The text consists of four parts:The first part is an overview of the system of filing and reviewing the Inner-Party normative documents.This paper analyzes and defines the concept of the system of the record and review of the Inner-Party normative documents,expounds the specific contents of the system,and sums up the great significance of the establishment of the system,which lays a theoretical foundation for the following discussion.The second part is the Inner-Party normative documents and administrative normative documents for the record review system comparison.Through the analysis of the differences between the two different review systems,the paper highlights the theoretical characteristics of the the system of the record and examination of the Inner-Party normative documents,and clarifies the necessity of establishing the linkage mechanism between the review system of filing administrativenormative documents and the system of the record and examination of the Inner-Party normative documents.The third part is the deficiencies of the system of the Inner-Party normative documents for the record and review.Combining with the current situation of the Inner-Party normative documents for the record and review,it puts forward five deficiencies of the system.The fourth part is the improvement of the system of the Inner-Party normative documents for the record review,and in view of the above analysis of the system deficiencies,it puts forward targeted suggestions.
