Study On Satisfaction Degree Of Cohesion Between Rural Subsistence Allowance And Poverty Alleviation And Development Under The Background Of Rural Revitalization

Efforts should be made to improve rural residents’ satisfaction with the policy linking Rural Subsistence Allowance and Poverty Relief and Development(Hereinafter referred to as "convergence of the Two Systems"),and realize an effective cohesion between the Two Systems,which can not only boost the decisive battle of poverty alleviation,but also lay a solid foundation for the implementation of the Rural Revitalization Strategy.Xi Jinping in the 19 th National Congress of the Communist Party of China clearly put forward to implement the Rural Revitalization Strategy,and in the following several important speech stressed that "While winning the battle against poverty,we need to take a long-term view and plan ahead in order to align our post-2020 Rural Revitalization Strategy"," Fighting poverty alleviation is the priority task of implementing the Rural Revitalization Strategy ".These important speeches reflected that Xi attaches great importance to the organic cohesion between poverty alleviation and rural revitalization.At present,China is in the intersection period of poverty alleviation and rural revitalization.Winning the battle of poverty alleviation is the premise and foundation of rural revitalization.Therefore,promote the Two Systems to achieve effective cohesion is the focus of the current rural poverty alleviation and development work.The effective cohesion between the Two Systems is of great practical significance for winning the battle against poverty and promoting the Rural Revitalization Strategy.In 2009,the State Council issued the Notice on carrying out pilot projects to effectively link the Rural Subsistence Allowance System with the Poverty Relief and Development Policy(no.1[2009] of the State Council),which clearly set out the basic requirements for effectively linking the Rural Subsistence Allowance System with the Poverty Relief and Development policy,Since then,China’s anti-poverty strategy has entered a new stage of "two-wheel drive" of the Rural Subsistence Allowance and Poverty Relief and Development.In order to know the actual effect of poverty alleviation achieved by the cohesion of the Two Systems,further strengthen Rural Subsistence Allowance System and Poverty Relief and Development Policy effectively cohesive and speed up the process of poverty alleviation in poverty-stricken areas,this article based on the Customer Satisfaction Theory and the American Customer Satisfaction Index(ACSI)Model,selected some poor farmers from Longnan City which belongs to Qinba Mountain Contiguous Area in Gansu Province as research samples,and used the Structural Equation Model(SEM)analysis method to make an analysis on the satisfaction degree of the cohesion between the Two Systems and the factors affecting the satisfaction degree.Firstly,based on the existing relevant research,theoretical content of the ACSI and the actual situation in the sample area,six latent variables,namely Expectation,Service Quality,Policy Participation,Cohesion Satisfaction,Complaint and Trust were determined.Then,according to the specific connotation of each latent variable,the specific performance of each latent variable can be observed,thus forming the measurement index systems of the satisfaction model,and the indicators are screened by consulting relevant experts.Secondly,AMOS software is used to draw the Structural Equation Model diagram,and the model was fitted and corrected with the help of survey data.The results show that:(1)The satisfaction with the cohesion between Rural Subsistence Allowance and Poverty Relief and Development Policy is not very good,and poor farmers still have expectations for the improvement of the policy;(2)The service quality of poverty alleviation staffs and the participation of farmers have significant positive effects on satisfaction,improving the service capabilities and quality of poverty alleviation staffs,encouraging and guiding poor farmers to actively participate in poverty alleviation and development projects can improve their satisfaction;(3)The relationship between satisfaction,complaint and trust conforms to the expected hypothesis,that the higher the degree of satisfaction of poor farmers,the more trust they will have to the government,and conversely,the dissatisfaction will be generated.Finally,based on the above research results,and combined with the overall requirements of the Rural Revitalization Strategy "Industry Prosperity,Ecological Livability,Rural Civilization,Effective Governance,Rich Life",put forward corresponding countermeasures and suggestions.
