Research On The Influencing Factors And Promoting Strategies Of Classification Reform Of Public Utilities In LanZhou City,GanSu Province

In recent years,the classification reform of public utilities in Lanzhou has been implemented and achieved some effectiveness,with the continuous promotion of it in China.This paper studies the influencing factors of the effectiveness of the classification reform of public utilities in Lanzhou.This paper being based on transaction cost theory and multi-governance theory,combining the top-level policy design and practical results of the convergence of government purchasing public services and classified reform of public institutions,using Questionnaire survey and SPSS analysis,studies the impact of internal management cost,information and coordination cost and anti-corruption cost on the service level of urban public utilities in Lanzhou after the classification reform;and as a result of the introduction of market competition mechanism,the degree of perfection of government purchase system,including openness,fairness and effectiveness,has an impact on the service efficiency of urban public utilities after the classification reform in Lanzhou.This paper explores the impact of transaction cost and government purchase system on the classification reform of urban public utilities in Lanzhou under the multi-governance structure,and analyses the internal relationship between increasing the cost of anti-corruption and perfecting the government purchasing system in the process of the reform of public utilities in Lanzhou.It is concluded that reducing internal management costs and information coordination costs,increasing anti-corruption costs,and improving the government purchase system can improve the effectiveness of the classification reform of public utilities.At the same time,it puts forward policy suggestions to improve the effectiveness of the classification reform of urban public utilities in Lanzhou,promotes the effective connection between the classification reform of public utilities and government purchases,transforms government functions,improves the quality and efficiency of public services,and promotes the faster and better development of public services.
